Annual Action Plan – HUD Entitlement Programs

The City of Shreveport’s Annual Action Plan outlines how federal funds from the U.S. Department of Housing and Urban Development (HUD) will be invested in our community to address critical needs related to affordable housing, homelessness, public services, and neighborhood revitalization. These funds are made available through the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG).

What Is the Annual Action Plan?

The Annual Action Plan is a one-year strategic document that details how the City will use its annual HUD allocation to achieve the goals established in the Five-Year Consolidated Plan. It includes specific projects and activities designed to benefit low- to moderate-income residents and improve the quality of life in Shreveport’s neighborhoods. Key components of the plan include:

  • A summary of priority community needs
  • Goals and objectives for the upcoming program year
  • Proposed uses of CDBG, HOME, ESG, and HOPWA funds
  • Performance measures and outcomes

Public Participation & Community Input

Public engagement is a vital part of the planning process. Each year, residents, nonprofits, and community stakeholders are invited to participate in:

  • Public Hearings to discuss community needs and proposed projects
  • Public Comment Periods on draft plans
  • Surveys and Consultations with housing providers, service agencies, and neighborhood organizations
