REQUEST FOR PROPOSALS

Nonprofit Provider

for the 

City of Shreveport Financial Empowerment Center (FEC)

EXTENDED SUBMISSION DEADLINE: FRIDAY, FEBRUARY 14, 2025, BY 4:30 P.M. CST.

The City of Shreveport’s Department of Community Development is requesting proposals from community organizations (“Nonprofit Providers”) to manage and implement the Financial Empowerment Center (FEC). The FEC provides free, one-on-one financial counseling and coaching to residents as a key public service for financially vulnerable individuals. The selected nonprofit manager will be responsible for delivering financial counseling services, supervising counselors, managing databases, fostering community partnerships, and meeting program goals.

Applicants must demonstrate experience in financial empowerment programs and a commitment to complying with the Cities for Financial Empowerment (CFE) model, including adherence to CFE standards for program delivery, client services, and operational practices. Applicants must also be independent, with no conflicts of interest with the City of Shreveport. Minority- and women-owned businesses are encouraged to apply but are not required.

Interested applicants may submit one (1) complete electronic copy (PDF format only) of their proposal response via email to the Department of Community Development at cdproposals@shreveportla.gov, with a subject line entitled 2025 FEC RFP (Name of Your Organization). 

Proposal submissions may also be hand delivered to the attention of Director, Department of Community Development at our offices located at 401 Texas Street, Shreveport, La 71101. Applicants who physically deliver their application must have their application logged in.
