The City of Shreveport (“City”) through its Department of Community Development, is currently accepting proposals for consideration under the Community Development Block Grant Program (CDBG) for eligible governmental and nonprofit entities. These funds are allocated by the United States Department of Housing and Urban Development (HUD) Act of 1974. Regulations governing this program can be found at 24 CFR 570.

The deadline for submission of an application under this NOFA is FRIDAY, OCTOBER 3, 2025, BY 4:30 P.M. CST.

 A total of $295,000 is available to support eligible public service activities that benefit low- and moderate-income residents in Shreveport’s targeted neighborhoods. Eligible applicants include governmental entities and nonprofit organizations with at least one year of experience in providing the proposed service.

 PROJECTS INVOLVING PUBLIC FACILITIES IMPROVEMENTS ARE NOT ELIGIBLE UNDER THIS NOFA.

Virtual Workshop

An informational workshop will be held on Friday, September 26, 2025 at 11:00 a.m. CST via Microsoft Teams at 11:00 a.m. via Microsoft Teams. Instructions for joining the virtual workshop will be posted on the City of Shreveport’s Department of Community Development’s website. Interested organizations are strongly encouraged to participate in the workshop. The workshop is not mandatory, but applicants will be held responsible for all information presented. The City of Shreveport (“City”), through its Department of Community Development, is currently accepting public facility and improvements proposals for funding consideration under the Community Development Block Grant Program (CDBG). These funds are allocated by the United States Department of Housing and Urban Development (HUD). The CDBG program is authorized by the Housing and Community Development (HCD) Act of 1974. Regulations governing this program can be found at 24 CFR 570.

The deadline for submission of an application under this NOFA is FRIDAY, OCTOBER 10, 2025 by 4:30 CST

Under the Community Development Block Grant (CDBG) program, a public facility is broadly defined to include buildings, structures, and other facilities owned by a public or nonprofit entity that are open to the general public and used for a public purpose. A total of $300,000 is available for Public Facilities Projects under this NOFA. 

For the purposes of this NOFA, eligible public facilities and activities shall include improvement and rehabilitation of:

• Homeless shelters

• Centers for seniors, persons with disabilities and/or youth

• Community and workforce development centers

• Healthcare centers

• Neighborhood parks

• Any other facility that is either designed and dedicated to use by the public generally

PUBLIC SERVICE ACTIVITIES ARE NOT ELIGIBLE UNDER THIS NOFA.

NOTICE OF FUNDING AVAILABILITY

2025 NEIGHBORHOOD INVESTMENT PROGRAM ("NIP")


The City of Shreveport through its Department of Community Development has released its program year 2025 Neighborhood Investment Program application. NIP offers small grants to neighborhood-based organizations located within the City limits of Shreveport to do projects that improve the appearance and quality of life in their neighborhoods. Grants may range from $3,500 to $7,500. Grants are intended to spur small, grassroots community projects. 

All applications for funding are required to include at least one (1) physical and visible neighborhood improvement project. Applications requesting funding for community engagement events only will not be considered.

The EXTENDED deadline for submission of an application under this NOFA is Friday, October 17, 2025 by 4:30 p.m. CST.
