How Do We Achieve the Goals & Overall Vision?Create walkable urban villages to build a critical mass of residents to support amenities and retail.
Focus on key areas as determined by existing and planned redevelopment activity, available land, key intersections, and existing assets:- Ledbetter Heights: The Shreveport Common/ West Edge area centered on Texas Avenue and Common Street
- Allendale: Antoine Urban Village located at Milam Street and Pierre Avenue
- Assist in the creation of neighborhood-based retail and services located in the urban villages.
- Connect the urban villages to each other and to employment centers and other destinations via transit, sidewalks, and bike routes.
Preserve and enhance neighborhood identity and heritage.
Implement streetscape projects along high visibility corridors:- Milam Street from Common Street to Hearne Avenue
- Texas Avenue from Common Street to the interstate
- Sponsor design competitions for gateways and public art installations in partnership with the Shreveport Regional Arts Council (SRAC) and Shreveport Public Assembly and Recreation (SPAR).
Improve the physical condition of the neighborhood.
- Upgrade streets, sidewalks, and sewer lines in conjunction with redevelopment.
- Implement green stormwater management techniques.
Make transportation improvements to increase access and safety.
Improve pedestrian facilities, create bicycle routes, and add greenway connections.Increase access to fresh food by attracting a grocery store and creating a community garden network.
Focus on a grocery store location that serves downtown or Lakeside as well as the Choice Neighborhood and consider incentives such as reduced land costs or short-term tax abatements to recruit a small-format grocer.Partner with the LSU Agricultural Center or the Red River Coalition of Community Gardeners to create a community garden network.
Reduce and eliminate blight in the neighborhood.
- Create a coordinated, comprehensive code- enforcement system.
- Establish a redevelopment authority that can act as a land bank.
- Revise zoning to reflect the plan.
- Explore the community land trust (CLT) model for housing and land banking.
