Meter & Sewer Fees


A monthly Shreveport Water bill for customers consists of four parts:

  1. Meter Fee

  2. Water Quantity Fee

  3. Sewerage Charges - for costs of operation and maintenance of wastewater collection and treatment system

  4. Sewer Fee - based on number of gallons of water used

This page contains all the rate tables used when calculating a Water Bill. There are tables which will show the rates for water usage, meter fees and sewer fees for the different categories.

Each customer is assigned a water rate based on the type of service requested and the size of the water meter requested.

If a meter size is not specified when requesting service, whatever size meter previously at that address will be installed for the new account.

Customers are separated by "residential" or home use, "industrial" such as manufacturers or "commercial" such as a retail business, restaurant or other service organizations.

The following monthly rates shall be charged for water furnished to residential, commercial and industrial customers:

Customer Charges: are monthly minimum charges. Water Customer Charges is based on meter size and is charged for each other.

Water Quantity Charges: are applied to consumption. Consumption is measured in 1,000 gallon increments. Rate * Consumption = the monthly quantity charge.

Residential Water Minimum Charges: shall be for all customers utilizing 3,000 gallons or less on any monthly usage and will be calculated at the water customer charge based upon the size of the meter plus the monthly sewer charge. Any residential customer using over 3,000 gallons per month will be calculated at the water customer charge based upon the size of the meter plus the monthly sewer charge. Any residential customer using over 3,000 gallons per month will be calculated at the normal quantity and customer charges with no offset for minimum charges.

Sewerage Charges

The following rates shall be charged for wastewater collection and treatment provided for customers served by the sanitary sewerage system of the city. The charges provided in this section are to be for the full payment of the costs of operation and maintenance, including replacement, or the wastewater collection and treatment system.

(1) Monthly sewerage charge. A monthly service charge for all users is established as follows:

a. Residential Sewerage Minimum Charges: shall be for all customers utilizing 3,000 gallons or less on any monthly usage and will be calculated based upon the monthly sewer charge. Any residential customer using over 3,000 gallons per month will be calculated at the normal quantity and customer charges with no offset for minimum charges.  For consumption over 3,000 gallons quantity charges for metered residential customers shall be based on 100 percent of water consumption, unless the individual customer's average monthly water usage is less for the months of November, December, January and February, calculated after the month with the highest metered water usage and the month with the lowest metered water usage have been eliminated.

b. Commercial and industrial customers. Quantity charges for commercial and industrial customers connected to the sewerage system shall be based on 100 percent of metered water usage, provided that the director of operational services or his authorized designee shall be authorized to adjust these charges to account for such factors as product use and cooling tower evaporation. The customer shall bear the burden of proof regarding product use or evaporation losses when requesting an adjustment.

c. Calculation. All quantity charges shall be calculated at the following rates per each 1,000 gallons of metered water use:

(a)  Flat Rate Charges:  All customers who are service by the sanitary sewer system but not serviced by the water distribution system.

(b)   All customers who are service by both the sanitary sewer system and water    distribution system, but who have not established an average monthly water usage for the months of November, December, January and February.

(c)   The sewer quantity charges for metered residential customers shall be based on 100 percent of water consumption for 4,000 gallons of water consumption or higher, or the flat rate charges, whichever is less.
