To continue the effective and efficient operation of the City of Shreveport, Mayor Cedric B. Glover announces the appointment of Dale Sibley as interim Chief Administrative Officer. Sibley relinquishes the position as Glover’s Chief of Staff taking on the duties as interim CAO following the retirement of Tom Dark. | Sibley is no stranger to public service, selected to serve as a key member of the City’s mayoral/administrative staff from 1991-1995. Sibley is credited with creating Shreveport’s Office of Economic Development and under his leadership developed a list of casino projects, created the City’s Riverfront Park, initiated the return of college sports to the City and was the impetus for the growth, expansion and improvements to Independence Stadium that we enjoy today. Sibley is also an attorney and a respected military veteran. |
§ Mayor Glover also appoints Executive Assistant Rick Seaton to the position of Assistant Chief Administration Officer. An expansion of his current duties, Seaton will provide expertise in state legislative matters, budget, logistics and contracts.
| “The re-assignment and appointment of Sibley and Seaton demonstrates a constant and ever present awareness of how this administration can continue to be good stewards of taxpayers’ dollars, operate frugally and provide citizens with the quality of leadership that continues to move this City forward,” says Mayor Glover.
| § Effective December 31, 2008 City Finance Director Liz Washington will pass the baton to Revenue Administrator Charles Madden, who will serve as interim Finance Director. Madden has been a City employee since November of 1990 and has an exemplary knowledge base of short-term cash investments, internal controls for all City cash handling, billing and collection of revenues.

| Mayor Glover also recommends the appointment of Christina M. Wimbley for the position of Assistant City Attorney. A graduate of the Southern University Law Center and member of the American and Louisiana State Bar Associations, Wimbley’s appointment leaves one vacancy within the City Attorney’s Office.
