March 19, 2007 - DOS Re-enforcing City Ordinance on Curbside Garbage Collection


In response to an overwhelming number of vocal and written concerns and complaints by residents in Shreveport’s District B, the city’s Department of Operational Services is re-enforcing the city ordinance that deals with curbside collection of garbage and trash.


As provided by Section 74-29 of the City of Shreveport’s Code of Ordinances, containers of household waste only must be set out prior to 7:00 am on the day of collection and shall be removed no later than 10:00 pm on the day of collection.


“In general, we receive very good compliance with this law on a city wide basis, however, there are pockets in several areas of the city where either property owners or renters do not seem to comply”, says Mike Strong, Director of Operational Services.


Our standard policy for several years has been to notify those in violation, whether property owner or renter, of violation of this law with the placement of cards by hanging them on doors. If that doesn’t correct the violation we then send a certified letter to the property owner, not the renter, identifying the violation and requesting compliance with the law. If that is unsuccessful, we will have the property owner cited to appear in court. The penalty available to the court for this violation is $500 maximum fine per occurrence with each day the violation exists, constituting a separate occurrence.


City crews are now riding the entire Highland area the day after scheduled


collection in search of violations.


Those found to be first time violators will receive yellow door hangers as a warning. Those that have received door hangers in the past will result in certified letters being sent to property owners. Follow-up inspections will be done every succeeding week until compliance is achieved, either through voluntary compliance or by the order of the court.


Upon completion of the first sweep of the Highland area, crews will move throughout the city, until every area has been covered. Citations for this ordinance violation will now become routine practice, subsequent to every collection day.
