Mission Statement

The Department of Community Development seeks to develop viable communities by promoting various approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low-to-moderate persons by developing partnerships with outside agencies, and bringing groups together to respond to a wide range of economic development activities, such as human resource and quality of life issues.

The City of Shreveport’s Department of Community Development offers services in the areas of workforce development, business development, affordable housing and improvements, homelessness, public services, public facilities, and program funding for federal grants.

Policy Statement

VALUES AND PRINCIPLES

The Department of Community Development is responsible for addressing a variety of issues to ensure that the citizens of Shreveport are afforded the highest quality of life. We will be responsive to our citizens needs striving to provide excellent services in a professional and dedicated manner. Our services should reflect the highest standards of honesty, and integrity. As an administrator of local, state, and federal funds, the city has a responsibility to ensure a high level of accountability and transparency in all its operations and to properly procure all services. This responsibility is reflected in laws, statutes, and regulations which govern each program.

This statement sets forth the protocol for the distribution of funds. The department does not accept unsolicited proposals. Currently, programs are funded based on a grant and/or loan review process. The solicitation process is published in the local paper, on the city’s website, and through electronic mail.

All procurement transactions shall be conducted in a manner to provide the maximum extent practical, open and full competition and the absence of conflict of interest. Requests for Proposals (RFPs) or Request for Qualification are required for any services over $5,000.00 that are complex and where qualifications and desired work products cannot easily be handled by telephone rate quotations.

This statement defines our approach to the services and the commitments we have made to our citizens. We will continually strive to improve our services for the betterment of our community.
