Administration

The Bureau of Administration serves as a catalyst in accessing community development needs by planning and developing programs.

Mission

To meet the direct and indirect cost associated with the management of the programs and to plan, monitor, and evaluate community needs.


Objectives 

  • To monitor all programs, internal and external, in order to ensure service delivery, program compliance and program eligibility requirements.
  • To provide overall management with specified guidelines to ensure that federal rules, regulations, and policies are complied with according to federal mandates.
  • To provide fiscal coordination of the projects and all the activities associated with these funds.
  • To provide support staff to carry out necessary functions within the department and community such as technical assistance, training, planning, and evaluation. Fiscal Department



    The Fiscal Department processes all payments for the department. It is responsible for sub-recipients’ request for payments for federal, state, and local funded programs.

    The Fiscal Department prepares budgets and financial reports for federal, state, and local entities. It is also responsible for drawing funds from federal and state sources.


    The Planning Department prepares for the five-year : 
      • Consolidated Strategy Plan (CSP)
      • Analysis of Impediments(AI)
      • Annual Action Plan (AAP)
      • Consolidated Annual Performance Evaluation Report(CAPER)
      • Annual State Emergency Shelter Grant Report

        The Planning Department is responsible for submitting grant proposals, writing Request for Proposals and Statements of Qualifications, legal notices, and conducting Informational and Pre-Award Conferences. This department also collaborates and/or coordinates activities with various non-profit service providers, completes environmental reviews, coordinates National Community Development Week, and write grant agreements for:

    • Community Development Block Grant (CDBG)
    • Emergency Shelter Grant (ESG)
    • Community Housing Development Organization–Operating (HOME)
    • Louisiana Homelessness Prevention and Rapid Re-Housing Program (HPRP)
    • Federal Homelessness Prevention and Rapid Re-Housing Program (HPRP)
    • Professional Services, and Neighborhood Investment Program (NIP)
