DISCHARGE PERMIT FOR RESTAURANTS


Restaurants must be covered by the City's General Permit for Wastewater Discharges from Restaurants, in order to be authorized to discharge to the City's sanitary sewer systerm. To be covered by the permit, a restaurant must complete a Notice of Intent form and submit it to the Pretreatment office, at the following address:

The permit fee is collected via a $25 quarterly charge on restaurants' water bills.

The purpose of the restaurant permitting program is to protect the City's sanitary sewer system from excessive grease discharges, which can cause blockages in the system, overflows of sewage, and damage to City lines and pumps.

Regulations for Grease Interceptors

Authority: Sections 94-122 of the Code of Ordinances of the City of Shreveport

Grease, oil and sand interceptors shall be provided when, in the opinion of the Authority, they are necessary for the proper handling of wastewater containing excessive amounts of grease and oil, or sand; except that such interceptors shall not be required for residential users. All interception units shall be of type and capacity approved by the Authority and shall be so located to be easily accessible for cleaning and inspection. Such interceptors shall be inspected, cleaned, and repaired regularly, as needed, by the user at the owner's expense. Failure to maintain them in proper working order shall be cause of discontinuance of sewer service. All interceptors shall be sufficient size and design determined by the Authority.

Section 94-213. Grease Traps

Where the effluent from a garbage disposal is to enter an individual system, a grease trap of at least a 30-gallon capacity, with a cover and mechanism for secure closing, shall be installed between the garbage disposal and the individual system.

Policy: The following is the policy of the Department of Operational Services for all grease interceptors. For the purpose of this policy, the Authority shall be the Director of Operational Services or his designee.

I.    Interceptors Required

All establishments which have kitchen facilities, except residential customers, are required to have a properly sized and functioning grease interceptor. The following types of facilities will be required to have grease interceptors: restaurants, schools, hospitals, nursing homes, and any other facility that handles grease.

II.    Location of Interceptors

All interceptors shall be located outside of the building in such a manner that personnel from the Authority can inspect the interceptors at any time, except as provided in the exception section of this policy.

III.    Size of Interceptors

All interceptors shall be sized to ensure that the City's sanitary sewer system is protected from excessive grease which may cause clogging or damage and that the facility is capable of meeting all discharge requirements.

A. Establishment which provide eat-in services, but do not use a commercial dishwasher shall utilize the following formula to determine the minimum size interceptor required. The Authority may require the establishment to utilize a larger interceptor than the minimum.

1.     Twelve (12) hour operation or less

Seating Capacity X 7 gallons = Minimum size of interceptor

2.    Over twelve (12) hour operation

Seating Capacity X 7 gallons X 2 = Minimum size of interceptor

B.    Establishments which provide eat-in services and utilize a commercial dishwasher shall utilize the following formula to determine the minimum size interceptor required. The Authority may require the establishment to utilize a larger interceptor than the minimum.

1.    Twelve (12) hour operation or less

Seating Capacity X 9 gallons = Minimum size of interceptor

2.    Over twelve (12) hour operation

Seating Capacity X 9 gallons X 2 = Minimum size of interceptor

C.     Establishments that provide take-out service only, but does not use a commercial dishwasher, shall meet the requirements found in Section III.A. of this policy, except peak hour meals served shall be utilized in lieu of seating capacity.

D. Establishments that provide take out service only and utilizes a commercial dishwasher shall meet the requirements found in Section III.B. of this policy, except peak hour meals served shall be utilized in lieu of seating capacity.

E.     The Authority shall be notified of any changes of operation or process prior to any change and the establishment maybe required to upgrade their interceptor.

IV. Sampling Port Required

A sampling port shall be installed according to either Exhibit "A" or Exhibit "B" in an approved location to allow sampling by the Authority and the User. An approved detail of the sampling ports is attached.

A.    A sampling port shall be installed in accordance with Exhibit "A" of this policy for any new facility construction.

B.    A sampling port shall be installed in accordance with Exhibit "A" or Exhibit "B" of this policy for any existing facility or any remodeling or upgrade of an existing facility.

V. Plans Required

The following must be submitted to the Authority for review and approval prior to issuance of a permit or installation interceptor. Any changes to the approved plan shall be approved by the Authority, prior to changes implemented.

  • A site plan showing the location of the interceptor, lines and cleanout or manhole,
  • Details of the interceptor, lines and cleanout or manhole;
  • Formula and calculations used to determine the interceptor capacity.

VI. Existing Interceptors

All interceptors currently in use or in existence at the time of this revised policy will be considered sized sufficiently. All new interceptors or interceptors to replace or upgrade existing interceptors will be required to meet all criteria stated in this policy. Establishments with existing interceptors are still required to meet all discharge requirements as stated by the Authority.

VII. Exceptions

Under certain circumstances, the interceptor size and location may need special exceptions to this policy. If an exception to this policy is requested, the User must demonstrate that the size and location will not cause the facility any problems in meeting the discharge requirements of the Authority.

The intent of this policy is to ensure compliance with the City's Pretreatment Ordinance, which is required by the United States Environmental Protection Agency. This policy is in no way intended to discourage development, but rather to protect the facilities and the City's infrastructure as it relates to the sanitary sewer system.

WHAT FACILITIES ARE "RESTAURANTS" WHICH NEED GENERAL PERMIT COVERAGE?

Generally, any non-residential facility capable of generating grease from cooking for commercial purposses is considered to be a "restaurant" which is required to have coverage under the General Permit. In addition to traditional restaurants, this can include hospitals, nursing homes, schools, correctional facilities, grocery stores, bakeries, vocational training facilities. etc.
