Bill Cockrell was an excellent example of what an elected official should be. He cared deeply about the constituents in his district of West Shreveport. If you had a problem, he was always available and seemed genuinely concerned and more than glad to help you work it out. He was a gentleman with lovely manners and a professional in his job as his district representative.

Bill Cockrell was an energetic, friendly, honest man who was dedicated to making Shreveport a better place to live. "He was, to those who knew him, a man who stood up for what he believed, and a man committed to helping others", Harriet J Daggett

Cockrell, an Atlas Processing Company official, was a four-term Caddo Parish Police Juror, having served more than fourteen years. He served two terms each as President and Vice President of the body. His old district 9 in west Shreveport is now District 12 and stretches north to Cross Lake, west to the Texas state line and south to the parish line. During his eight years on the parish Industrial Development Board, Cockrell helped bring millions to the area including funds for Frymaster Corp., General Motors, Wal-Mart and Penzoil.

Cockrell served his country as a member of the Armed Services during World War II and was a member of many civic clubs and organizations, including the Shreveport Chamber of Commerce, the Industrial Development Board, Board of Caddo Parish, the Coordinating and Development Corporation, American Legion, Disable Veterans and the 40 & 8 Club.

Cockrell was married to Mrs. Theo Cockrell and had two daughters.
