The Woolworth Road Landfill is located on a 435-acre
tract of land in Keithville, Louisiana, about one quarter mile
west of the Woolworth Road between Buncomb and Colquitt Roads.
The facility has sufficient capacity to satisfy the needs of the City of Shreveport, Caddo Parish, Bossier City and Bossier Parish
until around the year 2022. Approximately 403,400 tons of waste
are generated in the Shreveport and surrounding area annually.
The majority of this waste is disposed of at this facility.
Approximately 12 acres of land is utilized for disposal annually
based on an estimated average cell depth of 30 feet.
The City
of Shreveport has developed a
sophisticated system for waste acceptance to the facility. Except
for private individuals hauling refuse from their own residence
in the City and Parish, each hauler of waste must pre-register
with the City and receive a Solid Waste Permit to deliver waste to the landfill.
The type of waste hauled
must be indicated, and, for industrial non-hazardous waste, the
State issued waste number must be provided. Waste delivered to
the facility must be accompanied by a trip ticket which indicates
the generator/hauler and waste identification number. All
incoming waste will be weighed at the scale house, and the type
and quantity of waste is recorded. The records are maintained at
the facility and correlate to disposal cell location. The
Landfill is operated under a permit issued by the Louisiana
Department of Environmental Quality (LDEQ).
The landfill is open Monday through Friday from 6:30
a.m. to 5:30 p.m. and Saturdays from 6:30 a.m. to 1 p.m. It is
closed Sundays, New Years Day, Independence Day,
Thanksgiving Day and Christmas Day.
Waste categories and their associated
tipping fees as of November 1, 2000,
are:
NORMAL WASTE:
including general household waste, yard and landscape waste,
construction and demolition debris, domestic sewerage,
uncontaminated packaging material and machinery components:
including industrial solids and sludges, asbestos waste and
special handling wastes.

- Industrial Solids and Sludges: These require a completed DEQ Notification Form, DEQ
Waste Number and Waste Characterization Form, lab test from an
approved laboratory, annual fee for lab testing, and waste
manifest for each load. Hours of acceptance of special wastes are
7 a.m. to 5 p.m. M-F with 24 hours prior notice of delivery
required. Fees for Solids: 0-199 cubic yards/month, $28/yard;
200-349 cubic yards/month, $26.50/yard; 350-plus cubic
yards/month, $25/yard; Fees for Sludges, 0-199 cubic yards/month,
$44/yard; 200-349 cubic yards/month, $39/yard; 350-plus cubic
yards/month, $33.50/yard; Waste Drum handling fee, $15/drum.

- Asbestos Waste: These
require a completed DEQ Asbestos Disposal Verification Form.
Asbestos must be transported in non-compactible vehicles, and
must have waste manifest and lab test from approved laboratory.
Operator and any passengers must wear protective clothing while
on site. Asbestos waste accepted by appointment only. Fee:
$50/cubic yard.

- Special Handling Waste,
including items that require immediate burial, materials with
high dusting potential, bulky waste, pharmaceutical drugs,
outdated products, tree stumps and logs and other items that
require special handling procedures. Fee: $20/cubic yard.

- Animals: small, $5/each;
large, $20/each.
Hazardous, toxic or infectious waste, or waste containing free
liquids. Whole tires, lead-acid batteries, waste oil and white
goods are not accepted.
All private and commercial
haulers or governmental vehicles must be permitted prior to entering the site. Industrial and certain
special wastes require a waste characterization submittal.
Charge customers must submit
a credit application before charging deliveries.
