Shreveport Police seek shooting suspects

Shreveport Police are looking for two men wanted in connection with a shooting that left a Shreveport teen dead.

On June 5, 2009 officers responded to the 9900 block of Smitherman relative to a shooting. Upon arrival, officers discovered the victim, identified as Phillip Livigni, suffering from a gunshot wound to the back. Officers subsequently learned that the victim had met two men at University Elementary School and during this meeting, the suspects shot Livigni. The suspects fled the scene and Livigni was transported to LSUHSC by the Shreveport Fire Department where he was later pronounced deceased.

Following an in-depth investigation, detectives have identified the suspects that shot Livigni as 20 year old Joshua R. Parker of the 200 block of Holly Hill in Mansfield, LA and 20 year old Norman "Don" Heflin of the 9600 block of Stratmore Cir. in Shreveport. There is an arrest warrant outstanding for Joshua R. Parker, charging him with one count of first degree murder. There is an arrest warrant outstanding for Norman Heflin as well, charging him with one count of second degree murder. Both of these warrants have no bond. Parker and Heflin were last seen in Parker's 1996 gold Mercury Grand Marquis bearing Colorado license plate # "529 TAY". Investigators believe Parker and Heflin should be considered armed and dangerous.
