Mark Masters, a member of the KCS Railroad Police, was the man driving the unmarked Taurus. While Masters witnessed a speeding Chevy Astrovan, he did not see the van lose control and flip at the intersection of Olive Street and Line Avenue. Masters told officers he initially tried to stop the van's driver, 33-year-old Heath Dillon of Shreveport, because he was speeding and driving erratically. Although the van initially stopped for Masters, the van sped away before Masters could call Shreveport police. No chase took place. However, Masters did turn on his lights at an intersection to avoid being hit by a Mazda Miata. The Miata had just been hit by Dillon, who left the scene. Shortly thereafter, Dillon lost control of the van and flipped. Dillon died at the scene.
