Welcome to City of Shreveport's Risk Management web site. The mission of the
Risk Management Division is to provide a safe environment for employees and
citizens. The Division protects the financial assets of the City do Shreveport
by identifying, analyzing and implementing risk prevention programs and
developing effective channels of communication through excellent customer
service.
Scope Of Responsibility
The Division is responsible for Risk Management which is inclusive of, but not limited to,
the Property/Casualty Insurance Program (General Liability for Aviation, Law
Enforcement and Fire) Auto Liability, Employee Dishonesty, Risk Management
Committee, Safety and Accident Review Board and the Workers’ Compensation
Program.
Customer Service
Critical to the success of the Division is the ability to provide excellent customer
service to our employees. Satisfying customer needs as well as meeting our
statutory obligations is paramount.
Insurance/Self-Insured
The COS Property and Casualty Programs currently utilize self-insurance
coverage, commercial insurance coverage or a combination of both for certain
risks. This responsibility includes developing Request for Proposals (RFPs)
with appropriate specifications and evaluating each proposal to determine
broadest coverage and best price to adequately protect the City.
Claim Mangement
The Division is responsible for management of liability and workers’ compensation claim
files except those in litigation. Hammerman and Gainer is the liability and workers’ compensation
Third Party Claims Administrator. Litigation management is the responsibility of the City Attorney.
Risk Management Review Committee
The Risk Management Division heads the Safety and Accident Review Board who is charged with
reviewing departmental accidents/incidents and determining if a city employee has had a preventable
or non-preventable accident/incident, The Division makes safety recommendation to reduce/eliminate
exposure to accidents/incidents.
Safety Training and Education
The key to a successful safety program is knowledge. Accident prevention is a top priority.
The Division provides safety training through on-site safety classes, including but not limited to,
safety orientation, defensive driving certifications, risk assessments, accident investigation,
building and equipment inspections to identify and evaluate potential exposures for loss to the City.
Service Contracts
The Division is responsible for reviewing all contracts entered into by the City for appropriate and adequate
insurance requirements in order to mitigate the City’s loss exposure.
Fleet Inventory
Risk Management has been instrumental in devising and maintaining a thorough and accurate fleet inventory to
include all pertinent information, such as, vehicle identification numbers, location, etc. It is imperative that
the City maintain a current schedule of vehicles to provide pertinent information to insurers.
Staffing
Staff members are required to continue training and education in order to ensure that they maintain proficiency and competency in
Risk Management.
