The Department of Operational Services was formed to better serve the citizens of Shreveport and to provide for a more effective, efficient overall operation. On July 13, 1999, the City Council approved the consolidation and realignment of the Department of Public Works, the Department of Water and Sewerage, the Department of Fleet Services, and the Permits and Inspections Bureau.

The Offices of Public Works and Water and Sewerage have very similar functions. They are both oriented to field operations, engineering services, environmental affairs, and customer service. This also holds true for the Permits and Inspections Bureau. Fleet Services is a support division to the City as it relates to vehicles and equipment.

In addition to the consolidation functionally, the City will save $225,000 per year due to the elimination of two (2) department heads and other staff positions, all of which will be vacant when deleted. One of the goals of this consolidation is to reduce the duplication of efforts. We should see an approximate savings of $250,000 per year through attrition and reassignment. Overlapping functions and physical inventory will be combined and shared to more effectively serve our citizens and other departments.

The Department of Operational Services has an Operating Budget of more than $85.0 million annually and a Capital Budget that exceeds $150.0 million annually.


Office of Administration

The Office of Administration which is headed by the Director is committed to improving the quality of services provided by the Department of Operational Services. There are four sections within the Office of Administration: 

Budget Management which is responsible for the accounting and budget process, both operating and capital, and financial reporting.

Human Resources which strives to ensure that employees are paid accurately and timely, that open positions are filled as soon as possible, that injured employees are transitioned back to work as soon as they are able, and that employees are evaluated regularly and well informed of their benefits.

Contracts Administration which is responsible for timely initiation, reviewing, resolving contract issues, processing, distribution, and tracking all contracts for the Department.

Property Management which is responsible for all property acquisitions, land disposal, property leases, closures and abandonment's of streets, alleys, and utility servitudes, coordination of granting franchises that involve the use of public right-of-way, and annexations.
