ORDINANCE NO. ____ OF 2011
AN ORDINANCE TO AMEND AND REENACT CHAPTER 74 OF THE CODE OF ORDINANCES RELATIVE TO SOLID WASTE COLLECTIONS AND TO OTHERWISE PROVIDE WITH RESPECT THERETO.

BE IT ORDAINED by the City Council of the City of Shreveport, in due, legal and regular session convened that Sections 74-32 and 74-33 of the Code of Ordinances of the City of Shreveport are hereby enacted to read as follows:
Section 74-32. Excess solid waste collections.
a) Where excess solid waste, beyond that allowed to be placed on the curb under Sections 74-27, 74-30 and 74-31, is generated due to an eviction or for any other reason, the owner or tenant shall make private arrangements for the proper removal and disposal of the waste within seventy-two hours, inclusive of weekends and holidays.
b) If the owner or tenant has not made private arrangements for the proper removal and disposal of the waste, he shall call the Public Works Department within twenty-four hours of the placement of the solid waste on the curb to schedule a pick-up.
c) The Mayor shall develop a reasonable fee schedule for charges to be imposed for collection of excess solid waste under subsection b).
d) The charges imposed under subsection c) shall collected from the owner of the immovable property from which the excess solid waste was collected. No new water service account shall be opened for that address until the charges have been paid.
BE IT FURTHER ORDAINED that if any provision or item of this Ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of this Ordinance which can be given affect without the invalid provisions, items or applications and to this end the provisions of this Ordinance are hereby declared severable.
BE IT FURTHER ORDAINED that all Ordinances or parts thereof in conflict herewith are hereby repealed.
