RESOLUTION NO. ____ OF 2009

A RESOLUTION TO LAUNCH A COUNCIL INVESTIGATION AS AUTHORIZED BY SECTION 4.29 OF THE CHARTER AND TO APPOINT A COMMITTEE TO CONDUCT THE INVESTIGATION; TO RETAIN THE SERVICES OF A SPECIAL LEGAL CONSULTANT OR CONSULTANTS AS AUTHORIZED BY CHARTER SECTION 4.29 TO ASSIST IN SAID INVESTIGATION, AND TO OTHERWISE PROVIDE WITH RESPECT THERETO

WHEREAS, because of an investigation by the Sheriff of Caddo Parish and arrests made pursuant to that investigation, it is necessary for the Council to conduct an investigation pursuant to Section 4.29 of the Charter of the City of Shreveport; and

WHEREAS, in order to properly conduct said investigation as authorized by Section 4.29 of the Charter, it may be necessary for the Council to retain the services of a special legal consultant or consultants as authorized by Section 4.29 of the Charter.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Shreveport in due, regular and legal session convened that it launches an investigation pursuant to Section 4.29 of the Charter of the City of Shreveport into matters relating to the Limited Repair Program in the Community Development Department.

BE IT FURTHER RESOLVED that in furtherance of said investigation the City Council Investigations Committee (the Committee) is appointed, and the following Council Members are appointed members of the Committee: Council Chairman Ron Webb, Councilwoman Joyce Bowman and Councilman Monty Walford.

BE IT FURTHER RESOLVED that the Committee, its Chair or the Chairman of the Council are authorized to make the necessary contacts, develop the terms of a contract and develop the scope of work relative to the retention of the services of a special legal consultant or other consultants; and the Committee is authorized to make recommendations to the Council in this regard.

BE IT FURTHER RESOLVED that the committee is authorized to conduct the investigation of the Limited Repair Program in the office of Community Development as authorized by Section 4.29 of the Charter, and to report to the Council its findings, conclusions and recommendations at the end of the investigation.

BE IT FURTHER RESOLVED, that if any provision or item of this resolution or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of this resolution which can be given effect without the invalid provisions, items or applications and to this end the provisions of the resolution are declared severable.

BE IT FURTHER RESOLVED that all resolutions or parts thereof in conflict herewith are hereby repealed.
