    Council Proceedings of the City of Shreveport, Louisiana

    November 28, 2006

    3:00

    The regular meeting of the City Council of the City of Shreveport, State of Louisiana was called to order by Chairman (Chairman’s Name) at (time) p.m., Day, Date, in the Government Chambers in Government Plaza (505 Travis Street).

        Invocation was given by Councilman Bowman.

        The Pledge of Allegiance was led by Councilman Walford.

    Councilman Walford: I would ask if you have cellular phones or pagers, please put them on silence which I am doing to my own as I ask you.

    On Roll Call, the following members were Present: Councilmen Lester, Walford, Long, Wooley, Webb, Shyne, and Bowman. 7. Absent: None.

    Approval of Minutes: None.

    Awards, Recognition of Distinguished Guests, and Communications of the Mayor which are required by law.

    Councilman Walford: Mayor Glover, welcome sir and do you have any communications or distinguished guests?

    Mayor Glover: I’m honored to be hear Chairman Walford. I’m not sure if this is the appropriate time, but I will announce to the Council and to the public that we will be appointing Mr. Tom Dark as Acting CAO. Beyond that, there are no other communications or special guests except to say that everyone who is here should be considered a special guest of mine and this Council.

    Councilman Walford: Thank you sir. Does any Council Member have any distinguished guests?

    Councilwoman Bowman: I’d like to recognize Mayor Lampkins, he’s here.

    Councilman Walford: I do see Greenwood Mayor Earnest Lampkins. Welcome sir, and thank you for joining us.

    Councilman Shyne: Not one of our distinguished guest, but Mr. Mayor, I think you made a very wise and prudent appointment. Tom Dark has impressed me as being one fellow who probably knows as much or more about City government than anybody besides Arthur Thompson, and it’s probably because Arthur might be a year or two older. So, you made an exceptional appointment.

    Mayor Glover: Thank you Councilmember Shyne. If I may, I also - - - I’m sorry, I did not see my good friend the honorable Mayor Earnest Lampkins in the audience when I was making my earlier comments. I want to join you all in recognizing his presence here. And Councilman Shyne I will go ahead and make public, since one of the members of the media already recounted this particular story back to me that I said to him concerning Mr. Dark and I’ll add, Councilman Shyne, Arthur Thompson to that particular list of two now. I told them that in the event that there were to be a nuclear bomb to strike City Hall, the only two things that would be surviving would be the cockroaches and Art and Tom. And so here we are.

    Councilman Walford: Well at this time, we would call on the CAO for a Convention Center, Convention Center Hotel Report. Mr. Dark, is there anything that you’d like to share with us today?

    Mr. Dark: Mr. Chairman, I appreciate your kind words. I also want to remind you all we have - - - we’re supposed to be at our last Budget Meeting November 30th, this Thursday at 5:00 in this room. It is my understanding that the Parish Commission will be meeting at 3:30 that afternoon to select the replacements for the new Council Members. We think they’ll be through, if not we’ll try to hang around and hold on a few minutes until they get done. Just want to remind you that we have the Civic Groups and the Hotel Budget that afternoon.

    Reports:

    Convention Center and Convention Center Hotel (To include detailed personnel report from SMG)

    Councilman Walford: And just for the benefit of the new Council Members, normally we do get a Convention Center and Convention Center Hotel construction report from the CAO. Also at this time, we normally will have Property Standards Report.

    Property Standards Report

    Councilman Walford: Mr. Bowie, I’m not going to put you on the spot, but would you mind coming forward for the benefit of all of the new Council Members?

    Mr. Thompson: So they’ll know to throw rocks at him.

    Councilman Walford: Mr. Bowie normally would have provided you a report in your packet which is divided by council districts. And this will always be your opportunity to discuss various issues with Mr. Bowie. And so, if you have anything for the Council, please?

    Mr. Bowie: Good afternoon everyone, Mayor and to the new Council, welcome.

    Councilman Walford: And in two weeks from now, you’ll have them a report, and they’ll have gotten some phone calls by then I’m sure. Thank you Mr. Bowie.

    Public Hearing: None

    Confirmations and/or Appointments, Adding Legislation to the Agenda, and Public Comments.

    Confirmations and/or Appointments: None

    Councilman Shyne: Mr. Mayor, does that mean that the next meeting, you will submit to us the acting appointment of Mr. Tom Dark to confirm or - - -

    Mr. Dark: It doesn’t require - - -

    Mayor Glover: I’m being told here by my Acting CAO, that Acting does not require confirmation. So we will bring to you at the appropriate time the confirmation request for the permanent CAO.

    Councilman Shyne: I accept that from our knowledgeable Acting CAO.

    Councilman Walford: But on Thursday night, he does put his budget hat back on. Is that correct?

    Mayor Glover: Absolutely.

    Mr. Dark: That would be true. Never took it off sir.

    Councilman Walford: Oh, okay. Very good. Thank you.

    Adding Legislation to the Agenda

    Councilman Walford: Mr. Thompson, is there any legislation to be added to the agenda today?

    Mr. Thompson: We have one item Mr. Chairman.

    The Clerk read the following:

    1. Ordinance No. 209 of 2006: An Ordinance amending the 2006 Golf Enterprise Fund Budget and otherwise providing with respect thereto.

    Motion by Councilman Lester, seconded by Councilman Shyne to add Ordinance No. 209 of 2006 to the agenda.

    Councilwoman Bowman: I’d like an explanation.

    Mr. Dark: Madam Bowman, what you’re being asked to do is add something to the agenda that will be introduced at this meeting and voted on at the next meeting. It’s an amendment to the 2006 Golf Budget to make sure they don’t run out of money for contractual services between now and the end of the year. What happens at these meetings, and Art you probably need to help me a little bit, apparently because of the way state law reads, we tend to add things to the agenda at the actual meeting, as opposed to the Work Session, and this is the time on the agenda when it does. But you’re not being asked to do anything other than introduce it today anyway, and you get two weeks to look at it.

    Councilwoman Bowman: Thank you.

    Motion approved by the following vote: Ayes: Councilmen Lester, Walford, Long, Wooley, Webb, Shyne, and Bowman. 7. Nays: None

    Public Comments (Agenda Items to be Adopted) None.

    CONSENT AGENDA LEGISLATION

    Mr. Thompson: We have nothing on Consent Agenda Legislation neither to introduce or to adopt.

    INTRODUCTION OF RESOLUTIONS (Not to be adopted prior to Dec 12, 2006)

    1. Resolution No. 187 of 2006: A resolution approving the 2007 Downtown Development Authority Program of Work and otherwise providing with respect thereto.

    2. Resolution No. 188 of 2006: A resolution authorizing the Mayor to execute a banking service agreement and otherwise providing with respect thereto.

    3. Resolution No. 189 of 2006: A resolution authorizing the donation of surplus Shreveport Police vehicles to the Cullen, Louisiana Police Department , and otherwise providing with respect thereto.

    Read by title and as read, motion by Councilman Lester, seconded by Councilman Shyne to introduce Resolution Nos. 187, 188, and 189 of 2006 to lay over until December 12, 2006 meeting.

    Mr. Thompson: Mr. Chairman, as Mr. Dark said, these can’t be voted on until at least the next meeting for adoption or rejection.

    Councilman Walford: Right.

    Motion approved by the following vote: Ayes: Councilmen Lester, Walford, Long, Wooley, Webb, Shyne. and Bowman. 7. Nays: None.

    INTRODUCTION OF ORDINANCES (Not to be adopted prior to Dec 12, 2006)

    1. Ordinance No. 183 of 2006: An ordinance creating Yield and Stop intersections within the City limits of the City of Shreveport and to otherwise provide with respect thereto.

    2. Ordinance No. 184 of 2006: An ordinance creating Stop intersections within the City limits of the City of Shreveport and to otherwise provide with respect thereto.

    3. Ordinance No. 206 of 2006: An ordinance authorizing the Mayor to execute an amendment to the lease agreement with Cedar Grove Affirms Real Effort Neighborhood Association (C.A.R.E), and to otherwise provide with respect thereto.

    4. Ordinance No. 207 of 2006: An ordinance amending the 2006 General Fund Budget and otherwise providing with respect thereto.

    5. Ordinance No. 208 of 2006: An ordinance adopting the 2007 Budget for the Downtown Development District Budget, appropriating the funds authorized therein, and otherwise providing with respect thereto

      6. Ordinance No. 209 of 2006: An Ordinance amending the 2006 Golf Enterprise Fund Budget and otherwise providing with respect thereto.

    Read by title and as read, motion by Councilman Bowman, seconded by Councilman Shyne to introduce Ordinance Nos. 183, 1847, 206, 207, 208 and 209 of 2006 to lay over until December 12, 2006 meeting. Motion approved by the following vote: Ayes: Councilmen Lester, Walford, Long, Wooley, Webb, Shyne. and Bowman. 7. Nays: None.

    ORDINANCES ON SECOND READING AND FINAL PASSAGE (Numbers are assigned Ordinance Numbers) None.

    UNFINISHED BUSINESS: None.

    NEW BUSINESS: None.

    REPORTS FROM OFFICERS, BOARDS, AND COMMITTEES: None.

    Councilman Walford: If I may interject at this point, I will be making the Committee assignments between now and the next Council Meeting for the Council Members. If there is a particular committee that you would like to serve on, I welcome volunteers, and I will be happy to consider that. Like I’m sure that Mr. Lester would like to continue to Chair the Property Standards Committee.

    Councilman Lester: Right.

    Councilman Walford: I was hoping that he would say that, and so I have that one filled. But - - -

    Councilman Lester: Mr. Chairman, it might be beneficial to get the Staff to give a list to all of the committees that we have, the standing committees and the other committees that we’ve used in the past, to all of the Council Members so that they can kind of gauge their interest, and volunteer for the appropriate committee as it relates to what their issues are, their concerns are and their constituents are.

    Councilman Walford: Mr. Thompson, will that impose on the staff to provide that to everyone?

    Mr. Thompson: No imposition. We’ll get it to everybody tomorrow.

    Councilman Lester: Thank you Mr. Chairman.

    Councilman Walford: And again, if you would, just feel free to contact me if there is a particular committee you’d like to serve on.

    Councilman Shyne: Mr. Mayor, I’d like to probably get with you and discuss the possibility of looking at establishing a Public Safety Committee. I think most of the Council Members campaigned on making sure that we had some kind of input. And I don’t know why people would ask us what kind of program we had in eradicating crime and it’s really not our baby, so to speak. But I would like to get with you. And I’d like for the other Council Members, am I talking loud enough for everybody to hear me? Okay, so if the other Council Members would consider that, we would look at maybe establishing a Public Safety Committee. We had one at one time, and I don’t know whether we still have one or not, Mr. Chairman or Mr. Lester, but if not, I would like for us to look at getting together with the Administration and seeing what we can come up with.

    Councilman Walford: Mr. Shyne, Councilman Green had established a Public Safety Committee, but it had been inactive for some time. So we can look at it if we need to do it by resolution, we can go that route, if the committee can just be reactivated by committee assignments, we’ll go ahead in that direction. But we can do that, that’s not a problem.

    Councilman Shyne: I’d like to do that, and Mr. Mayor, I’d like to have your input in on it.

    Mayor Glover: Certainly.

    Councilman Shyne: It makes it more effective.

    Mayor Glover: Absolutely. Mr. Chairman, Council Member Shyne, I welcome that opportunity. You are correct, when I served on this Council, we did in fact have a Public Safety Committee, and I’m very proud to say that I in fact, did have the privilege of serving twice as Chairman of that committee. So, I look forward to working with you and Council Member Bowman and others of you who campaigned on helping to address the crime situation, and challenge in this city. And definitely look forward to helping to create an effective team here at City Hall, to support our law enforcement officials and our community groups as they work with us to address the crime challenge here in Shreveport.

    ADJOURNMENT: There being no further business to come before the Council, the meeting adjourned at approximately 3:30 p.m.

    The special meeting to address an appeal for the revocation of permit to sell alcoholic beverages at Phat Katz Lounge, 4303 Greenwood Road, Shreveport, Louisiana, has been rescheduled for December 22, 2006. The meeting will be held in the Governmental Chambers, 505 Travis Street, Shreveport, Louisiana, at 4:00 p.m. or immediately following the regular Shreveport City Council Administrative Conference, whichever occurs later.
