ADMINISTRATIVE CONFERENCE

May 24, 2004

The Administrative Conference of the City council of the City of Shreveport, State of Louisiana, was called to order by Chairman Thomas Carmody at 3:20 p.m., Monday, May 24, 2004, in the Government Chambers of Government Plaza, 505 Travis Street, Shreveport, Louisiana. Invocation was given by Councilman Carmody. On roll call, the following members were present: Councilmen Lester (arrived at 3:40), Walford, Carmody, Jackson , Gibson, Hogan, and Green. 7. Absent: None.

The Council met and set the following agenda for May 25, 2004, agenda:

PUBLIC NOTICE: Notice is hereby given that the City Council of the City of Shreveport shall hold its Administrative Conference on Monday, May 10, 2004, at 3:00 p.m. and its Regular Meeting on Tuesday, May 11, 2004 at 3:00 p.m.

Both meetings will be held in the Government Chambers at Government Plaza (505 Travis Street).

      124 Acknowledging that the City Council has reviewed the Internal Municipal Water Pollution Prevention Report concerning the North Regional Wastewater plants.

125 Authorizing John Henry Dansby & Doris Jean James Dansby located at 6440 North Lakeshore Drive to connect to the sewer system of the City of Shreveport.

9. REGULAR AGENDA LEGISLATION:

A. RESOLUTIONS ON SECOND READING AND FINAL PASSAGE OR WHICH REQUIRE ONLY ONE READING:

115 Authorizing the Mayor to execute a cooperative purchasing agreement between the City of Shreveport and the Parish of Caddo.

116 Authorizing the Mayor to execute an agreement with Red River Road Runners, Inc.

117 Authorizing the employment of special legal counsel to represent the City of Shreveport.

118 Ratifying the Mayor’s signature on two permanent utility servitudes and a permanent utility servitude cancellation. (D/Gibson)

119 Authorizing the approval of an Intermodal Transit facility Cooperative Endeavor Agreement between the City of Shreveport and the Louisiana State University Health Sciences Foundation; and to authorize the submission of a 5309 Grant Application with the Deportment of Transportation, United States of America for a grant under the Urban Mass Transportation Act of 1964, as amended.

121 Authorizing the hiring of summer interns on the City Council Staff and otherwise providing with respect thereto.

126 Rejecting bids received on IFB #04-025 for vaults, vault tops, and vault extensions for the Department of Operational Services/Office of Water and Sewer/Division of Field Operations.

B. INTRODUCTION OF RESOLUTIONS (not to be adopted prior to June 8):

127 Authorizing the Mayor to execute a release for surface damages associated with the drilling of four oil and gas wells located at the city of Shreveport’s sludge field, location along the Harts Island Road.

128 Authorizing the Mayor to execute a right of entry agreement with the Louisiana Department of Transportation and development to install a right turn lane onto Wallace Lake Road at the Bert Kouns Industrial Loop Intersection.

C. INTRODUCTION OF ORDINANCES (not to be adopted prior to June 8):

69 To create and establish a no parking zone between the hours of 8:00 am and 5:00 p. m. Monday through Friday on either side of the 500 Block of Forest Avenue.

70 To formally name a street that has commonly been referred to as 1L Westwood Park to Praise Temple Place.

71 To amend certain provisions of Section 72-5(c) and to add Section 72-5(g) to the City of Shreveport code of Ordinances relative to sexually oriented business.

72 To amend certain provisions of Section 50-134 of the City of Shreveport Code of Ordinances relative to miscellaneous offenses.

73 Amend the 2004 General Fund Budget.

74 Amend the 2004 Budget for the Riverfront Development Special Revenue Fund.

75 Amend the 2004 Capital Improvements Budget

59 Amending the 2004 Budget for the Retained Risk Internal Service Fund.

67 Amending the 2004 Budget for the General Fund Budget.(Interns)

68 Authorizing the lease of certain City-owned property to BellSouth Mobility LLC., D/B/A Cingular Wireless.

55 ZONING: C-15-04, South Gateway Tire Co. Inc., 7000 Steeple Chase Plaza Drive, from B-2, Neighborhood Business District, to B-3, Community Business District, Retail tire sales and automotive repair.(postponed on May 11th)

10. UNFINISHED BUSINESS:

1. Resolution No. 88 of 2003: Amending Sections 1.8 and 1.11 of the Rules of Procedure of the City Council (Public Comments). (A/Lester) (Postponed until July 27th)

2. Ordinance No. 152 of 2003: Amending Chapter 26 of the Code of Ordinances of the City of Shreveport by Adding Article VIII., Division 1 and Division 2 relative to disposal of public property and disposal of adjudicated property. (A/Lester) (Tabled on Nov. 11)

3. Ordinance No. 46A of 2004: Changing the name of the Lakeside Park Golf Course to Jerry Tim Brooks Golf Course. (Tabled on April 27, 2004 until July 11, 2004)

11. NEW BUSINESS:

1. Case No. S-19, Brenda Lilley Kraak Pettit, Northwest corner of Creswell Avenue & Montrose Drive, R-1D. (postponed until July 27, 2004)
