    COUNCIL PROCEEDINGS OF THE CITY OF SHREVEPORT, LOUISIANA

FEBRUARY 26, 2002

    The regular meeting of the City Council of the City of Shreveport, State of Louisiana, was called to order by Vice-Chairman Roy Burrell, at 3:10 p.m., Tuesday, February 26, 2002, in the Government Chambers in Government Plaza (505 Travis Street).

Invocation was given by Reverend McClain.

    On Roll Call, the following members were Present: Councilmen Pearl Huckaby, Serio, Spigener, Shyne and Burrell. 5. Absent: Councilmen Stewart (who was out of the country) and Carmody (who was out sick). 2.

    Motion by Councilman Shyne, seconded by Councilman Huckaby for approval of the Summary Minutes of the Administrative Conference of February 11, 2002 and the Minutes of the Regular Meeting of February 12, 2002. Motion approved by the following vote: Ayes: Councilmen Pearl Huckaby, Serio, Spigener, Shyne and Burrell. 5. Nays: None. Absent: Councilmen Stewart and Carmody. 2.

    Awards, Recognitions of Distinguished Guests, and Communications of the Mayor Which Are Required By Law. Mr. Antee: The Mayor is in Baton Rouge on City business today and will not be here.

    Awards, Recognitions of Distinguished Guests, and Communications of the Council Which Are Required By Law. Councilman Shyne: I have some awards that I would like to present and some people I'd like to recognize.

    Gary, would you come up and help me. I might make a mistake or two and I've been known to make one or two mistakes, but not very many. And maybe that is why God has a tendency to use me, you know, God doesn't usually use perfect people all the time, because they are pretty hard to find.

    Councilman Burrell: Joe, I have got to remind you, there is a lot of ministers in here.

    Councilman Shyne: He doesn't realize, I grew up in a house with a minister, so, I'm used to ministers, as a matter of fact, two, my dad and my brother.

    Mr. Ike Wheeler, Mr. Patrick Wesley, Mr. Ron Moreau, Mr. Glen Evans (can't miss Glen. Glen has been around almost as long as I have, probably longer), Mr. Oscar Smith, Ms. La'Nance Ross, Mr. Milt Mc McGra, Mr. Charlie Hill. Gary, I believe we have some trophies there: the James Farrell, ASA trophy, Award of Excellence presented to the City of Shreveport. Since the Mayor is not here, Mr. Antee, would you accept that and let me say this. In presenting these trophies, these are the persons right here who have worked extremely hard in our Parks and Recreation Department to make this come a reality. Gary is head of that Department, but I think most of this was kind of led by Ike Wheeler whose, you can even look at his hair and tell he has been around a long time, although he is still a young man. Gary, you want to present that first award and if I leave something out, Gary, you can add it.

    Mr. Gary Norman: These particular awards are, really are difficult to get, we don't get them every year that we hold a tournament. We've been very fortunate over the last, I guess, 5 or 6 years, to have these National ASA tournaments. We are very active each year in sending a number of people to the national conference to bid on bringing these tournaments to the city of Shreveport. We feel like it is not only a good quality-of-life event, but it also puts a lot of people in hotels and motels and we are supported with the Tourism Bureau and all in our efforts in try to bring people to the City of Shreveport. And then putting these tournaments on, we have tohave a high rating from all the teams that visit and as you can well imagine the teams that lose out in the first round aren't going to give you real high ratings when they go to rate because they are upset about having lost in the tournament, but it is a very good, very good event depending on the tournaments that we get. We might have a hundred teams or we might have 7 or 8 teams depending on the type of tournament that we hold, but we've had, probably literally every state in the country represented in at least one of our tournaments and that is something that they fly in, from all over the country to play in.

    This coming year we've got two of these events that will be coming up and we certainly hope that we can get your support in coming out to watch them. We will have another one coming in the next year and we'll be passing the schedule and all along to you of when those will happen but it is a good event for Shreveport.

    Councilman Shyne: You've done a fine job. Ike, I have an award that I am going to present to you in a minute and I know how well you like to talk, so if you would like to make a few comments behind Gary, feel free.

    Mr. Gary Norman: I would also like to say, before I turn it over to Ike once I do that, I probably won't get a chance. Councilman Shyne: That's exactly right.

    Mr. Gary Norman: This whole group is a wonderful group and I a lot of times get a lot of the credit for what they do and I want them to know how much I appreciate what they do. Each of them, from answering the telephones and the things, putting together ditty bags and all for the teams that come in, to Charlie Hill and his crew with the maintenance of the fields and getting them prepared and all, all go into us having a great event and they've worked extremely hard. And, I can never say enough nice things about what Ike does for us because I can tell you, without his participation in this program we wouldn't be getting these national tournaments because there are a lot of politics that are played in it and Ike is well grounded in it. Some of the stuff you are going to talk about with Ike, I think he has been officiating for almost 50 years, been in the military for 21, worked for SPAR for 25, that adds up, I think he must be 97. But if I'd have known when he retired that I was going to get this much work out of him for this amount of money, I would have got rid of him a long time ago, and let him work for free for us, but he has done a great job. I like to kid him a lot, but has done a lot for us with ASA and all and we certainly are very appreciative of what he does as well as our staff. Thank you for recognizing them.

    Councilman Shyne: Before Ike, my first job with the City, Mike, was not on the City Council. I worked with SPAR officiating and Ike was the guy who put me work--- `cause I don't know whether, Reverend Franklin, if he could tell back during that time that one day I might be his boss. My daddy used to always have a saying, be careful how you treat people, because you never know who might be your boss one day; so, I think Ike must have been living by that same philosophy.

    Mr. Ike Wheeler: What I want to say is, the amount of money that I get, I haven't seen it yet and I don't want to see it. I volunteer for this and ASA is really a volunteer situation. This year, Gary mentioned the tournaments, we got the 10, 12, 14 year old Boys National Tournament here at August 1 through the 4. Then we have the Women's Church, these Reverends out here, need to come see the games. We have the Women's Church here, and we have the Mens Industrial, that is company teams, all over the United States coming in here to play and that will be between the 30th of August to the 2nd of September.

    We went to North Caroline: myself, Glen, Oscar, Milt McGra, Lisa Hayes out of the Tourist Bureau, and my wife went up to help, she goes every year to help us in the stands when people come by where we can politic a little bit and we got the Girls 14 and Under Slow PitchTournament in 2003. All I can say is that, I know Ike-everybody says me, but you have got to take all of these people. Let me tell you something, Charlie Hill is what helps us to get these high recognition. He keeps them fields up and that is what counts. The people holler about the fields more than anything and he does an excellent job.

    Councilman Shyne: I want to come down and present the next award to Ivan Ike Wheeler. Ike has really done an outstanding job and this is an award that over about 70,000 people could have received this award, but I think you've only given out abut 60 down through the years. Now, it goes to show you that, good things can come out of Shreveport, good things can come Shreveport. I read in the paper the other day about the Fire Chief. So, it lets you know that we are doing a few good things here in Shreveport, although we do have some room for improvement. We are doing some good things.

    Ike, it gives me great pleasure as a friend of yours and as a member of the Shreveport City Council to present this trophy to you and I know that you will continue to work with the City and to do the fine job that you are doing. Ike, we are proud of you. God bless you.

    Councilman Shyne: Mr. Chairman, I have completed that enjoyable task.

    Councilman Burrell: We can move ahead then. Well, good. We appreciate all the work that SPAR is doing. I would like to make one additional comment. We now have a new boxing program for out City. We have a new boxing facility over in Queensborough in the Bilberry Recreational Park and its for all of the City, it is not just for Queensborough. So, we are looking for many of our young women and men to come to that boxing facility and learn the art of boxing.

    I know that these are guests of Mrs. Huckaby, but I know that we have a lot of Ministers as well as many of our citizens out there and I'm sure you will be addressing that later.

    I think there is one other person we want to recognize this time, Mr. Antee.

    Mr. Antee: I think the new Executive Director of the Human Relations Commission, Mr. Ken Saunders is with us today. If he will just stand up and be recognized.

    Councilman Burrell: We just got a new Director for the Human Relations Commission. Mrs. JoAnn Akpan is no longer with us and Ken is out of Ohio. I know I've met him and it is my understanding, he is also an attorney. He is bringing his talent here to Shreveport from Ohio. I think it is Cleveland or what city is he from? Mr. Antee: I am not sure. Councilman Burrell: Well anyway, we welcome Ken on board.

    Public Hearing: None.

    Confirmations and/or Appointments: Motion by Councilman Shyne to appoint as Division Manager of Events Services, SPAR: Ronnie M. Hammond, seconded by Councilman Spigener. Motion approved by the following vote: Ayes: Councilmen Pearl Huckaby, Serio, Spigener, Shyne and Burrell. 5. Nays: None. Absent: Councilmen Stewart and Carmody. 2.

    Councilman Burrell: I would like to recognize Mr. Hammond at this point, Ron are you in there. That is the young gentleman over there in that corner back there---raise your hand again, Ron. I was told that you didn't care to speak, but if you would like to at this time, I don't he is a speaker. Mr. Hammond: Thank you. Councilman Shyne: I was told that you might want to be a part of your new boxing program. Councilman Burrell: Alright. I am sure we are going to have some competition out there coming up. Councilman Shyne: Super heavy weight.

    Public Comments (Agenda Items to Be Adopted). Councilman Huckaby: There are a number of persons here today in support of Resolution No. 11 of 2002. If there are no objections, I would like to make a few remarks before these people.

    Resolution No. 11 commits this Council and the Administration 1) to recognize that a sustained grassroots effort and strong neighborhood organizations are needed to eliminate theblight that we find in inner city neighborhoods. 2) To insure that the City and especially the Department of Community Development provides sufficient resources so that neighborhood organizations can develop the capacity and expertise they need to revitalize inner city neighborhoods. 3) To enlarge the Board of the Shreveport Urban Renaissance Corporation to insure that the membership of the Board properly reflects the populations of the affected communities.

    Resolution No. 11 of 2002 is a grassroots effort. It was drafted entirely by citizens who are not elected officials. To this resolution I would only add the following: That the City of Shreveport must insure that the funds allocated to the Department of Community Development are promptly expended and that they are used in the most effective way possible to help revitalize inner city neighborhoods, and it is in the City of Shreveport's interest to commit other resources, such as river boat revenues to insure that the inner City is revitalized.

    In this regard, I would like to read portions of a letter from then Councilman Hilry Huckaby to Mayor Hightower dated September 13, 2000.

"Dear Mayor Hightower:

The City of Shreveport needs a comprehensive housing policy, particularly for inner-city communities such as Allendale, Lakeside and MLK, and the City needs to devote local funds in addition to federal funds to implement the policy.

A Community Profile survey, released by J-Quad and Associates in February 1998, found that 37.50% of the housing stock in Allendale was in poor or very poor condition, and that 20% of the housing stock in Lakeside was in poor or very poor condition. The survey also found that 170 houses (6.13%) in Allendale were demolished between 1995 and 1998, and that 31 houses (2.85%) were demolished in Lakeside during the same period. Also, according to the information in our GIS System, as of October 1999, there were 510 adjudicated properties in Allendale and 122 in Lakeside.

The survey also determined the age of the houses in these communities. It found that 33.7% of the houses in Allendale were built before 1950 and only 2.2% were built after 1980. In Lakeside 26% of the houses were built before 1950 and only 3.9% were built after 1980.

Additionally, the housing conditions in Allendale, Lakeside and MLK have deteriorated since 1990 and there are more vacant lots now than there were in August 1999.

Statistics are not readily available for MLK and the other communities in my district. However, a ride through MLK and the other communities in District A will reveal that they have similar housing needs.

Mayor Hightower, we need a comprehensive housing policy for District A because it is the right thing to do. We need a policy to encourage the repair of sagging roofs, walls out of plumb, and defective plumbing. Building new houses and repopulating older sections of Shreveport will eliminate weeds, trash, junk and abandoned cars.

We need a comprehensive infrastructure program to rebuild streets and water and sewer systems.We need adequate street lights, sidewalks and other amenities that make neighborhoods attractive and desirable.

Additionally, we need to provide funds and enact and implement a policy that provides decent housing and attractive neighborhoods in District A because it is the right thing to do.

We also need to enact and implement a comprehensive housing policy for District A because to do so is in the City's financial interest, for the following reasons:

In 1998 the City of Shreveport was 118.2 square miles in size with a population of only 188,319 people. Shreveport has been losing population to Bossier, Caddo and other surrounding parishes for many years. Shreveport has been able to retain between 185,000 and 200,000 people only because of aggressive annexation policies and because we have a dependable source of water.

This aggressive annexation policy coupled with the population shift to other parishes has caused the city to expand in size without an increase in population and has created a hole in the inner city. This has caused the City to neglect infrastructure maintenance and repair, which is seen and felt more severely in older neighborhoods, and has caused the city to decrease services and/or provide fewer services for citizens. The recent water bill problems and the reduction of twice a week garbage collection to once a week are visible manifestations of these reductions in service. Another manifestation of this problem is the more than $1,000,000 we spend annually to demolish structures and to cut weeded lots. I am not suggesting that we spend less for these services at this time. (We need to spend more.) I am suggesting that we need to eliminate the need to spend money for these services.

The loss of population in the older sections of the city has caused a corresponding loss of retail businesses. Businesses have followed the population shift, making the hole in the inner city larger.

Most people will not argue with the facts presented herein, but the cynics will espouse several reasons why the City cannot or should not enact and implement an aggressive housing policy. The cynic's arguments to do nothing and my answers follow:

Cynic The City cannot dictate where people live.

Answer Policies of the Federal, State and local governments determine to a large extent where people live. Federal and state funds and policies (interstate highways, inner-loops, outer-loops, relative cheap gasoline prices as compared to Europe) and local policies (street and drainage standards, building codes, etc.) all of these encourage persons to move out of cities. Therefore, we should and we must develop policies and use our resources to encourage people to move back into Shreveport.

Cynic The City will never have enough money to redevelop older neighborhoods.

Answer This is true but we can do it with public-private partnerships. Can't we all see the impact $85,000,000, or even $30,000,000, would have if leveraged with private sector funds to redevelop those neighborhoods.

Mr. Mayor, we can no longer sit idly by while the City of Shreveport implodes because we do not give residents a reason to live in older neighborhoods of the City. We must become pro-active not only because it is the right thing to do, but because the future of this city depends on it.

As a start, I proposed that we budget at $2 million in the Riverfront Development Special Revenue Fund in 2001 for neighborhood redevelopment and revitalization. The $2 million will be available because Hollywood Casino will open. The $2 million per year can be used on projects each year or used to re-pay funds borrowed for a large project. Please contact me in this regard at your earliest convenience. Sincerely, Hilry Huckaby III"

I am sure you will agree that the content of and suggestions in this letter are as relevant today as they were when Huck wrote it. I will continue to use the influence and the power of this office to make inner city revitlaization a reality.

    Motion by Councilman Shyne, seconded by Councilman Huckaby to allow the speaker to address the Council; motion approved.

    Reverend Ford Franklin (1715 Cutliff Road, Shreveport, Louisiana, 71107 / Phone No. 424-1837): To Mr. President, to the other Council people and Mrs. Huckaby, Councilwoman. We are here in support of Councilwoman Mrs. Huckaby. We feel like what she has and is trying to carry on behind her husband, is vital. We've suffered many things and certainly we are going to suffer some more if some of these wishes are not carried out. Thank you very kindly, we hope something can be done.

    Motion by Councilman Shyne, seconded by Councilman Spigener to allow the speaker to address the Council; motion approved.

    Christy Lawhon (1111 West 70th Street): To members of the Council: Donut. A round circle with a hole in the middle. Yeah, that is pretty much the way I describe our City in a few more years. We would like to bring people back into the community, instead more and more people want to build around the community. I think our community should be just as beautiful as other communities. We would like to have green grass, trimmed shrubs, azaleas, tulips, and daisies. As I go off to college and come back to Lakeside, Allendale community, I want to see a fresh, beautiful and revitalized neighborhood. We want to save our historic buildings such as Booker T. Washington, Central Elementary (our first black school), J. S. Clark, and Laurel Street too. I want all of our neighborhood boys and girls to go their neighborhood schools of their choice. I like it that our Pastors are now re-building the neighborhood churches across the interstate, but instead they are re-building them in our community. I don't know about you, Council members, but our Pastor and other Ministers envisionlize a Christian community within the community, which is going to transform the City. We are going to equip, challenge people to go out and change the world. . . . ministries has seen an entire city block in a historic black neighborhood transformed to make a difference in the inner-city. We (inaudible) as the phoenix rises out of the ashes, so will the inner city rise. Together, we will be steadfast as we strive towards excellence. Anything less, is unacceptable.

    Motion by Councilman Shyne, seconded by Councilman Huckaby to allow the speaker to address the Council; motion approved.

    Lamar and Lorenzo Williams (3802 West College): I am Lamar Williams and this is my brother, Lorenzo Williams. We have lived here in Shreveport for all of our 15 years in which time, we have only heard of the thriving metropolis and inner city areas of Shreveport. Not only dilapidated houses and abandoned buildings stand as remnants of our great City's heritage. Participating in this year's Choice Run Walk for inner city revitalization, we encountered numerous decrepit and abandoned buildings, an unsightly and grossly un-true picture of what our City truly is.

    When we return from college and have to decide where we want to call, home, we hope that the City of Shreveport will be at the top of our list. While we strongly agree with the Mayor's Bring The Kids home campaign, we believe that in order to keep our young people from moving away, we must build a strong City from the inside out. We hope to eradicate our City's slum and blighted communities by creating affordable housing and by attracting people to the communities that many our now abandoning.

    Also, we believe that in order to escalate our City's future, we must start with our children's education. We must not allow our inner city schools to dwindle in population or in quality. For all of these reasons, we support the resolution that the Council will vote on.

    Motion by Councilman Shyne, seconded by Councilman Spigener, to allow the speaker to address the Council; motion approved.

    Lance Thompson (6217 Border Lane): To the Members of the City Council and all assembled, my name is Lance Emanuel Thompson and I am 12 years old. I see the need for revitalizing the inner city. This egg gave much to the growth of Shreveport.

    Mayor Hightower, you repeatedly say in the form of commercials, billboards, and public forums, bring the children home. If we take a pro-active stance, there may not be a need to bring them home. Future voters, such as myself may realize your concern for all of the citizens of Shreveport and remain in our fair City.

    The greatest tool a man has is his ability to persuade the heart. It is the one thing that sparked me to address this Council. My love for the inner city area, my concern and commitment to its existence will not change. If you value as I do an area of this fine City that has given much, you will be in favor of revitalizing the inner city. Don't erase the hope of those who wish to grow up, raise a family, and give back to a section of this City, into the City as a whole. Every person's positive contribution enhances the growth of our City. When you remove the hope, we all fail. When you decline to help, there is no future. Allow me a chance to do well in my immediate environment, ultimately everyone prospers.

    Doretha Barnes (I live on Martin Luther King): I have lived their for 48 years in that area. It is my privilege every morning to get up and walk in my neighborhood as a part of my, getting ready and pepping up. And as I walk in my neighborhood, I see things that disturb me and I am not necessarily now talking about our resolution, but the things that we are due, because we are citizens of Shreveport and we are human beings. We don't have sidewalks. We have drainage ditches going along the roads and no one comes out to dig those ditches out, leaves and what not that are in it. This morning as I passed Kelsey and Linear, I once again looked at a ditch filled with water that was dug by a utility company. And there is a little gray box up there, I think it is the telephone, BellSouth, it has been there over a year and it really makes that corner look bad and they have red net in the pole there, too and nobody seems to care about that. I imagine you would have to, in a City, go around and see sometimes where things are bad right away where we could fix them.

    We also had a beautiful four-lane highway with a passing lane, five lanes all total. We have a bridge one mile from North Market that has had orange barrels and orange cones for four years or more. We see no work being and now because all of us have to go east-west on one side ofthat road, now where that bridge is, that road, that bridge is sort of going down. It is tilting, it is slanting.

    Our kids stand on the street and on rainy days the cars pass and they have to jump out of the way and we don't have streets, but we could have some improvements on our road. Where the mailboxes are, all of the mailboxes where the mailman comes, they are tilted, they are leaning this way, they will soon be turned over.

    Now, I'm saying this because I love the City of Shreveport and I think that those of us who are responsible for us and taking care of us, should give a little more attention our area. See, when you fix up an area and it is pretty then you keep fixing it up because you want it to stay pretty. And it seems like, if we have an area where everything is down we just ignore that. So, I appeal to you today, lets pass this resolution. Lets do something for the inner City that will make Shreveport be a great City and the All American City, they say, that it is.

    Motion by Councilman Shyne, seconded by Councilman Huckaby to allow the speaker to address the Council; motion approved.

    Reverend Asriel McCLain: To the Mayor in his absence and to this August body, I would first like my colleagues who are here to stand please in support of what I am about to read. The Ministers of the Baptist Ministers of Shreveport passed a resolution. And also, I am here to represent the Bossier side because we have members who live in Shreveport, that are also concerned. I would like to read this letter, briefly:

" To the Mayor and Council:

We members of the Baptist Ministers Fellowship of Shreveport and vicinity would like to go on record as supporting the resolution to recognize and support the collaborative efforts of inner city neighborhoods to strengthen their organizational capacity and to develop revitalization expertise to address the slum and blighted conditions of their own neighborhoods. The best way to do this is enlarge the Board of the Shreveport Urban Renaissance Corporation with members appointed through a formula to be determined as well as to have the city to consider the efforts of and insure that the Department of Community Development and other agencies have the resources and personnel to implement the plan.

The Baptist Ministers Fellowship urges a positive action in regard to this issue, a vital step in this city making a comeback we all desire our children to have something to come back home to as well as for the enjoyment of all Shreveporters. /s/Ashriel Gamaliel McLain, Chairman, Social Action Committee of the Baptist Ministers Fellowship and /s/President, R. Tim Jones"

I must say that we believe the future of this City lies in the redevelopment of the inner-city. I hold that theologically speaking, that God has a love affair for the City and likewise, so we do we and we urge you to pass this resolution and not only pass it, but in the words of the Supreme Court decision of Brown vs. Board of Education, do so with all deliberate speed.

    Motion by Councilman Shyne, seconded by Councilman Huckaby to allow the speaker to address the Council; motion approved.

    Jamie P. Trevors (1358 Audrey Lane): I agree with the proposal to revitalize the inner city neighborhoods by Councilwoman Huckaby. The redevelopment of these neighborhoods is vital to the moral of those presently living in them, the ones wanting to stay and the chance to bring back some of those who want to return.

    Former friends have made an exodus and come back to visit have complained about the way their former neighborhoods are deteriorating and have so many empty spaces, with no new growth of construction of homes. This is a deterrent for many families wanting to move back and raise their children and grandchildren in the inner city area. Many of them received high education and found it necessary to remove themselves from the area and the City to be able to achieve a reasonable standard of living and a comfortable lifestyle because of the limited opportunity for employment in their fields. This has left many inner city children without as many positive role models to help them to give them their ambition to want to reach for higher achievements. Nine out of 10 times when the African American male leaves his home with a shirt and tie on, he is thought of either as a school teacher, insurance salesman or a car salesman. Now, I am about to graduate from Louisiana Tech University this weekend in Accounting and I don't want my neighbors thinking that is what I am doing for a living, as a salesperson. I want them to know that we can achieve.

    Now, having the Council pass this Resolution will give the inner city neighborhoods opportunity to participate in the development of our communities then retain and gain support of tax paying constituents.

    Reverend C. E. McClain (1846 Milam): I simple want to thank Sister Huckaby and encourage your positive vote for our City.

    Councilman Shyne: I'd like to make a statement to the body who is down here. I appreciate ya'll coming down. This is the first time in a long time I've had an opportunity to sit here and look out across the audience and see as many people that look like me, if I'm communicating with you.

    I was always taught that people will do as much for you as you do for yourself and that you have to show interest. You all are showing interest today and I like that. I've always been told too, that God help those who help themselves. I have found that to be true. And I've been down here a long time and I've learned that a lot of times you pass resolutions and ordinances, but if they are not implemented, they'll just sit on the books and we have a habit, we will initiate something but then for some reason, we'll fall by the wayside. I am saying that, to say this, that I hope that this is not the last time I'm going to sit here and look out in the audience and see as many people that look like me as I do, that is concerned about this problem. You have to understand that this problem just didn't happen overnight and it is not going to be solved overnight, but it is going to take a concerted effort like we have today, a continuous concerted effort. You can't just come down and give it a one shot and sit back and think it is going to happen. It is not going to do that. If you have a member who come and join your church, they are happy on the day and their shouting on the day that they come up and join your church and for the rest of the time they sit in the back and don't do anything, it is something wrong. So, what I am asking you all to do is, please, continue to come down.

    We all need to be pushed. This city belong to you all and when I say, you all, I am not using the term like some folk say, well, you all. Are you reading what I'm saying? So, I would hope that you all would continue to come down, to continue to let your voices be heard, to continue to cry in the wilderness for help and if you see something that need to be fixed, call somebody and if they don't come out, I'll get my two boys and we'll come out. But please do that. Stay involved. We need that. We need that, that is what you elect us for, that is from the Mayor on down. We need that. So, I'm begging you today please-some of you all I see down all the time, I see Bessie Smithdown all the time and I appreciate that Bessie. Please, continue to come down. Please stay involved. Please push. Please cry. Please talk about us. If we don't do what we need to do, talk about us and if we don't want to be talked about, we don't have no business being up here. I hope I'm making some sense to you and I'm not preaching to you, but please, stay involved. Please do a follow up, Clift.

    Clift and I go way back. We like family folks, almost grew up in the same house. Some folks thought we was brothers, some folks thought his momma was my momma and my momma was his momma. As a matter of fact his brother preached my mother's funeral. And at one time I was a little jealous because I thought she liked him better than she did me and I wanted to jump on him and whip him but I could never catch him.

    But please stay involved. Please keep coming down. Please ask for reports. Please do a follow up. I love you all.

    Former Commissioner Williams (2101 Carver Place, Lakeside area, Shreveport, Louisiana): First giving praises to God, to Mr. Chairman, to the Distinguished City Councilman, to the Mayor in his absence, I would like to commend Councilperson Huckaby for her vision to be inclusive to bring District A into the 21st Century.

    There is a public outcry. We don't want our past to upset our future. Our children has spoken, As you see many of the people in the audience, many people have paved the way for young African-American boys, like to me to have the opportunity and it is time for us to take this a step further. Economic development has not been a thing that has been heard in the black community, and we are here today saying we need to support this ordinance, not only just in a resolution form, but in a ordinance form as well by putting some muscle to the resolution by adding some dollars to it. Our Councilman spoke of $2 million dollars. I think that would be a great initiative to make an investment into the citizens of District A.

    We would like to bring Ellerbe Road to the Cooper Road, Councilman Serio. We would like the Cooper Road to look just like the Ellerbe Road. These people love their community, the hadn't left. Many people in that community on a fixed income, they can't leave. Many people are prisoners in their own back yard. They got an alarm, they got a dog, and they got a gun trying to be safe. People don't want to live like that. They want their community to look just like your's. Nice street, nice road, a nice church, and a nice school, they can go in the park and play on Sunday. Where they can get a job and they can get an opportunity. With the I-49 corridor coming to, suppose to be and there is rumor, coming to District A, we need to find ways to be more inclusive and develop partnerships like our Council lady says to bring jobs. Our people in District A need help. They are looking for the leadership in our community to set the agenda to set the tone, the Mayor and this elected body to be the persons to be able to lead us into the 21st Century.

    We have one of the best cities in America, one of the best Fire Chiefs, Police Chiefs and a great City Council. We just need to learn to work together and be more inclusive and make sure that the economic dollars go to a community that is really, really need the help.

    I like downtown, I like going downtown but downtown ain't the only one that need help, uptown need help too. All of our communities are hurting and they are looking for you for leadership and direction.

    I hope that you all will not only support this and vote unanimously for this resolution, but also put some money to it and put it in an ordinance form and make it law that no longer, no more that our people have to live in the blight and the conditions that they are in, in deplorable and social outcast, won't have to be left out that we can be a city of inclusion. When I say inclusion, I am talking about money too, not just voting on paper but also put some muscle to it. And I know you ladies and gentlemen can do that, you are a people of reason and we understand that you will. The City received, in exchange, Beaird Acquisition, LLC maintaining/accepting liability concerning certain fire lines and environmental concerns; and

    WHEREAS, the award, if approved will be for a total of $54,490.00 This agreement will be for a twelve month period and will reimburse the City of Shreveport Police Department for approved overtime costs for law enforcement officers assigned to specified HIDTA investigations; and

A RESOLUTION TO RECOGNIZE AND SUPPORT THE COLLABORATIVE EFFORTS OF INNER CITY NEIGHBORHOODS TO STRENGTHEN THEIR ORGANIZATIONAL CAPACITY AND TO DEVELOP REVITALIZATION EXPERTISE TO ADDRESS THE SLUM AND BLIGHTED CONDITIONS OF THEIR OWN NEIGHBORHOODS, AND OTHERWISE PROVIDING WITH RESPECT THERETO

    WHEREAS, the City of Shreveport recognizes its responsibility to address and correct the slum and blighted conditions of its inner city neighborhoods; and

    WHEREAS, the City of Shreveport and it's Department of Community Development, and other City Departments, have a responsibility to prevent, arrest, and eradicate the slum and blighted conditions of inner city neighborhoods; and

    WHEREAS, the inner city neighborhoods have shown an alarming rate of deterioration over the past several years, and current neighborhood meetings and community forums have indicated an increased level of concern by inner city residents, community leaders and the separate neighborhood associations over the lack of progress in the revitalization of inner city neighborhoods; and

    WHEREAS, it is the responsibility of the City of Shreveport, its Department of Community Development and other City Departments to insure the necessary and proper development of neighborhood revitalization at the grassroots level in our inner city, and to encourage inner city residents to take the initiative to develop programs for neighborhoods.

    NOW, THEREFORE, BE IT RESOLVED that the City of Shreveport hereby recognizes and supports the collaborative efforts of the inner city neighborhood groups and their members, representatives and supporters to strengthen their organizational capacity and to develop the neighborhood revitalization expertise required to address the slum and blighted conditions of their own neighborhoods.

    BE IT FURTHER RESOLVED that neighborhood participation shall be encouraged by the City through the enlargement of the Board of the Shreveport Urban Renaissance Corporation with members appointed through a formula to be determined.

    BE IT FURTHER RESOLVED that the City of Shreveport offers the resources of its Department of Community Development, especially financial support, to assist these neighborhood organizations in developing the requisite capacities and expertise.

    BE IT FURTHER RESOLVED that the City of Shreveport will monitor the efforts of and insure that the Department of Community Development as well as other City departments assist the neighborhood associations and their supporters in developing their separate organizational capacity to plan, develop, and implement neighborhood revitalization programs throughout the inner city.

      Councilman Burrell: I am really glad to see that there is some concern and interest back in the inner core.

      I guess, personally, I believe in inner city redevelopment to the point where I've spent the last 6 years actually first developing a non-profit to address the issue whenever nobody wanted to talk about the issue. And I still work full time in the area but let me tell you, you are talking about crying in the wilderness, been crying in the wilderness for the last, at least 4 years about this issue, and it fell on a lot of deaf ears but at the same time,some times if you just keep plugging away somebody would listen.

      I was glad to hear when Reverend McClain started his program, his walk, haven't had an opportunity to get there because normally I am out of town but at the same time I told him personally that I support that effort and any other effort to deal with the inner city. For so long, all we thought about in terms of the inner City was all of the negative aspects and once you started doing research you will find that the inner city is really an oasis for opportunity. You have infrastructure that is already paid for, your roads are paid for, you have many times, the properties now it is cheaper than it was whenever you had development. You have a ready work force within our inner core area, I guess I've done enough research on it, what they call they inner core, we have over 104,000 people that live there. Over half of the city actually live in the inner core, but some times we don't know about it. It covers 45 square miles, almost 2/3rds of the City's boundaries is within the inner core, what you would consider the inner core. So there is a lot of things that are positive about our area. If we could control the crime situation and go in and do some clean up and try to motivate our people who are in those areas to help themselves also. There is a lot of things that you can do. I know my dad always told me, you know just because you are poor, you don't have to be nasty. We can clean these neighborhoods up and I think that it is so important that these things area done.

      Again, we appreciate you coming down. This is like a, I guess I have been just totally ecstatic over the fact that we see so many that is down here supporting this and Councilwoman Huckaby we really appreciate you bringing forth the resolution as it relates to this because I am sure that is where we needed to start. So, again, we thank you for coming and we are looking for great things in this City in the inner city.

RESOLUTION NO. 13 OF 2002

A RESOLUTION TO SUSPEND THE EFFECTS OF SECTION 10-190 OF THE OF THE CITY OF SHREVEPORT CODE OF ORDINANCES RELATIVE TO THE "ARTS IN THE EDGE"EVENT AND TO OTHERWISE PROVIDE WITH RESPECT THERETO.

    WHEREAS, the Shreveport Regional Arts Council ("SRAC") will sponsor "Arts in the Edge" on March 2, 9, 16 and 23, 2002 in the 500, 600, and 700 block of Texas Street; and

    WHEREAS, the event will be free and open to the general public; and

    WHEREAS, SRAC desires to dispense and sale, and allow its patrons to purchase and consume low alcoholic content beverages (beer) on the public street and sidewalks in the 500, 600, and 700 block of Texas Street during the event; and

    WHEREAS, Section 10-190 of the Code of Ordinances prohibits the sale, consumption, dispensing or otherwise of alcoholic beverages in and on public places, including streets and sidewalks, unless specifically authorized by the City Council or the Zoning Board of Appeals; and

    WHEREAS, the adoption of this resolution would permit SRAC to dispense and sale and its patrons to purchase and consume low alcoholic content alcoholic beverages (beer) on the public sidewalk and in the public street in the 500, 600, and 700 block of Texas Street during the "Arts in the Edge" event.

    NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Shreveport in due, legal and regular session convened that Section 10-190 of the City of Shreveport Code of Ordinances is hereby suspended on March 2, 9, 16, and 23, 2002 between the hours of 5:00 p.m. and 12:00 p.m. in the 500, 600 and 700 block of Texas Street during the "Arts in the Edge" eventsponsored by the Shreveport Regional Arts Council.

    WHEREAS, Section 10-172of the Code of Ordinances prohibits the sale of alcoholic beverages on Sundays.

    WHEREAS, the City of Shreveport "City") desires to contract with Coca-Cola EnterprisesInc., d/b/a Coca-Cola Bottling Company of Shreveport ("Coke") to provide soft drinks and related beverages in the City facilities, excluding the new Convention Center, currently under construction, and Festival Plaza; and

    WHEREAS, the agreement contemplated between the City and Coke provides for a term of ten (10) years; and

    WHEREAS, City will be paid an aggregate amount of Two Hundred Fifty Five Thousand ($255,000.00) Dollars during the term of the agreement plus a monthly commission from cash collected from full service beverage vending sales at the City facilities; and

    WHEREAS, the services to be provided by Coke pursuant to the agreement will provide a benefit to the public.

ORDINANCE NO. 14 OF 2002

AN ORDINANCE TO AMEND CHAPTER 106 OF THE CODE OF ORDINANCES, THE CITY OF SHREVEPORT ZONING ORDINANCE, RELATIVE TO ON-PREMISES ADVERTISING SIGNS AND TO OTHERWISE PROVIDE WITH RESPECT THERETO

    BE IT ORDAINED by the City Council of the City of Shreveport, Louisiana, in due, legal and regular session convened, that Article IX, Division 2, Sec. 106-1123 (e) of Chapter 106 of the Code of Ordinances, the City Zoning Ordinance, is hereby amended and reenacted to read as follows:

(7) Lighter than air signs. In lieu of a permissible detached permanent sign, one gas-filled, lighter-than-air sign may be allowed and may be attached to a building if desired, provided the following requirements are met:

      12. A sign permit shall be required at the minimum fee.

      13. The sign shall be subject to all applicable district requirements.

      14. Adherence with Sec. 106-1123 (e) (2), regarding the number and location of ground signs.

      15. No more than one gas-filled, lighter-than-air sign shall be permitted per building site.

(8) Temporary signs. Unless otherwise noted in subsection (k) of this section, no permit shall be required if a temporary sign is less than 60 square feet in size; however, a business shall be limited to two temporary signs not exceeding 60 square feet each.

    In case of air-filled advertising displays, the following shall apply:

      1. Must be set back from any property line a distance equal to or greater than its height.

      2. Maximum allowable time at any one location is 30 days. Permits will be required for each location.

      3. Permit fee will be based on cross-sectional area, doubled, for odd-shaped figures.

      4. Displays filled with gas lighter than air are prohibited.

      5. Displays attached to buildings or vehicles are prohibited.

    1. Development of the property shall be in substantial accord with the site plan submitted with any significant changes or additions requiring further review and approval by the Planning Commission.

    2. Lots must be re-platted into one lot prior to construction.

    BE IT FURTHER ORDAINED that if any provision or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items, or applications of this ordinance which can be given effect without the invalid provisions, items, or applications and to this end the provisions of this ordinance are hereby declared severable.

    BE IT FURTHER ORDAINED that all ordinances or parts thereof in conflict herewith are hereby repealed.

      Mr. Thompson: The Police Department was unable to get in touch with him today. They were unable to find him, so you may want to continue that until the next meeting.

Motion by Councilman Serio to postpone the appeal until the March 11, 2002 meeting, seconded by Councilman Huckaby. Motion approved by the following vote: Ayes: Councilmen Pearl Huckaby, Serio, Spigener, Shyne and Burrell. 5. Nays: None. Absent: Councilman Stewart and Carmody. 2.

      3. Taxi Driver License: Kendall T. Griffin [Residence: B/Stewart - Employer: Yellow Checker (A/Huckaby)] (Postponed on Feb. 25)

      Mr. Thompson: Mr. Griffin was here earlier and he said he tried to get in touch with his parole officer but he was unable to do so. He requests a continuance of two weeks. He also said that some of the items on the rap sheet that he had were dismissed or whatever. He would like to be able to address those and to try to get his parole officer here at the next meeting.

Motion by Councilman Shyne to postpone the appeal until the March 11, 2002 meeting, seconded by Councilman Spigener.

      Councilman Serio: Is Captain Salley here today? Mr. Thompson: No, he is not here, Mr. Serio.

      Councilman Burrell: Are you requesting that he be here at that time. Councilman Serio: I would like for him to be here at the next meeting. I would like for him to be here so that. . . Councilman Burrell: Captain Shoemake, would you make sure that is possible.

Motion approved by the following vote: Ayes: Councilmen Pearl Huckaby, Serio, Spigener, Shyne and Burrell. 5. Nays: None. Absent: Councilman Stewart and Carmody. 2.
