CITY COUNCIL

ADMINISTRATIVE CONFERENCE OF

JULY 9, 2001

The Administrative Conference of the City Council of the City of Shreveport, State of Louisiana, was called to order by Mayor Pro Tem Carmody, at 3:10 p.m., Monday, July 9, 2001, in the Government Chambers in Government Plaza (505 Travis Street).

Invocation was given by Councilman Shyne.

On Roll Call, the following members were Present: Councilmen Pearl Huckaby, Stewart, Carmody, Serio, Shyne and Burrell. 6. Absent: Councilman Spigener. 1.

RESOLUTIONS:

92 Authorizing the execution of grant documents with NW Law Enforcement Planning Agency for the acceptance of grant funds.

81 Authorizing the execution of a Donation Agreement between L. J. Earnest and Beverly M. Earnest for a water main extension at Dollar Way Drive. (D/Serio)

82 Authorizing the execution of a Donation Agreement between Burgundy Ridge Sub’d., Unit No. 1 Burgundy Ridge Dr. and Burgundy Ridge Loop, water and sewerage main extensions. (D/Serio)

90 Authorizing Roy Meller and Judy Meller, located at 6409 South Lakeshore Dr., to connect to the water and sewer system. (A./Huckaby)

          80 To establish Sec. 16 of the Council Rules of Procedure relative to use and operation of the Chamber and adjoining conference rooms in Governmental Plaza. (C/Carmody) (Postponed on June 26)

          84 Authorizing execution of a contract for services between the City and the Dept. of Social Services, Office of Family Support, to provide transit service for their clients on existing routes.

          85 Authorizing amendments to the agreement with Shreveport Redevelopment Agency and Shreveport Urban Renaissance Corp., Inc.

          86 Authorizing the Mayor to execute a contract with Golf Cars of LA., LLC.

          87 Authorizing a contract between the City and A. M. Stroud, III relative to title research for the Dept. of Community Development, Bureau of Codes Enforcement.

          91 Stating the City’s endorsement of Hampton Inn of S’port, Inc. to participate in the benefits of the LA Enterprise Zone Program. (G/Burrell)

          93 Authorizing the execution of an agreement with Redistricting, LLC for redistricting/reapportionment consultant services.

          94 Authorizing the execution of an agreement with Herschel Brown for redistricting/reapportionment consultant services.

          95 Authorizing the execution of an agreement with Precision Cartographics for redistricting/reapportionment consultant services.

          96 Approving a Restoration Tax Abatement application for 601 Spring St., (Ark-La-Tex Antique & Classic Vehicle Enterprise, LLC). (A/Huckaby)

          97 Authorizing employment of special legal counsel to represent the City.

∙ 98 To amend Res. 48 of 2001 to authorize the Mayor to execute amendments to the contract with the Independence Bowl Foundation relative to the purchase, financing and operation of the scoreboard and video board and other matters in connection therewith.

105 Amending the 2001 Capital Improvements Budget.

106 Levying a tax of 7.99 mills on all property subject to ad valorem taxation w/i the bounds of the Downtown Development District of the City.

107 ZONING: C-32-01, RONALD EDMISTON, 4300 Pines Road from R-A to B-1; kidney dialysis center or other permitted uses in this zoning classification. (G/Burrell)

ORDINANCES ON SECOND READING AND FINAL PASSAGE (not to be adopted prior to July 24):

108 Authorizing the Mayor to execute an amendment to the amended and restated ground lease and hotel ground lease and related agreements, with Red River Entertainment of Shreveport, Partnership in Commendam. (A/Huckaby)
