COUNCIL PROCEEDINGS OF THE CITY OF SHREVEPORT, LOUISIANA SEPTEMBER 12, 2000 The regular meeting of the City Council of the City of Shreveport, State of Louisiana, was called to order by Chairman Patricia Spigener at 3:05 p.m.,Tuesday, September 12, 2000, in the Council Chamber at the Police Facilities Building (234 Texas Avenue).
Invocation was given by Councilman Carmody. On roll call, the following members were Present: Councilmen Huckaby (arrived at 3:07), Stewart, Carmody, Serio, Spigener, Shyne and Burrell (3:10). 7. Absent: None. Motion by Councilman Shyne, seconded by Councilman Serio for approval of the Summary Minutes of the Administrative Conference of August 21, 2000 and the Minutes of the Regular Meeting of August 22, 2000. Motion approved by the following vote: Councilmen Stewart, Carmody, Serio, Spigener and Shyne. 5. Nays: None. Absent: Councilmen Huckaby and Burrell. 2. Awards, Recognition of Distinguished Guests and Communications of the Mayor Which Are Required by Law. Mr. Antee: The Mayor is out of town today and will be back tomorrow, but I would like to take this opportunity and address the Council and the citizens of Shreveport, if I could. As all of you are aware, two weeks ago I was arrested for DWI and I want to take this opportunity to apologize for any embarrassment to the Council, to the Mayor and to the Citizens of Shreveport for actions that I've taken. Last week I sent a letter to Chief Roberts and apologized to him and the Shreveport Police Department and I want to now take the time, publicly, to apologize to the Police Department and to Chief Roberts and his officers. I also wanted to let them know that the events that took place two weeks ago has not changed my opinion nor my respect for the Department. I realize that they've got a very tough job to do and that they are a very fine Department and they do their job very well. I also realize that they put their life on the line every day to protect us and my family and the citizens as well, and I respect them for doing that. I also want to apologize to the Department for any embarrassment the comments that I made to the media may have brought upon the Department. It was not my intent at all at the time to try and embarrass the Department in any way, shape or form. The people of Shreveport also deserve my apology and I want to give them my sincere apology. I'm the one that chose to live in the public eye. I'm the one that agreed to do this and I must accept the higher standard that I must adhere to and I will admit that I have not done that in the past and I've not held up to that, but I will from this point forward. I want to thank the Mayor Hightower, even though he is not here today, I want to publicly thank the Mayor who has not sat back and done nothing as some people would lead you to believe. He stood by me, that's true. He stood by me at a time that was at a considerable political cost to him. He also stood by me at a time where he could have taken the easy road and he could have fired me, but instead he insisted that I address my problem and that I seek the professional help and counseling that is needed. He also chose to stand by me as a friend and to tell me the things I may not have necessarily wanted to hear, but needed to hear and that's a reflection on the type of leader he is, but more importantly, on the type of person that he is. He did not, I don't know quite how to say-he did not make me doanything. He did make me realize, as well as others, that I needed to do something and that I've done. I've sought counseling and I've also sought professional help and I'll continue to do so as long as necessary. I commit to you, the Council, to Mayor, to my family and to the citizens of Shreveport to continue the counseling program that has been established no matter how long it takes and no matter what it does take. In taking this action, I've reaffirmed my commitment to the Mayor and to the Council and to the people, but most importantly to my family, to focus my attention on the great challenges and opportunities that lie before us. We've accomplished a lot in the last two years due to the leadership of Mayor Hightower and I think it is a great team that he has put together and I want to continue with him to finish that job. I want the Mayor and this Council and this Administration to accomplish a lot more and I'm committed to do whatever is necessary for us to do that. I want to thank the many people who have offered their support and their calls and their thoughts and their prayers, including my wife, my parents, Reverend Steven Spurlock, Reverend Artis Cash and the many others, for their encouragement and support in getting me though the toughest two weeks of my life. I just ask for your thoughts and prayers during this battle. Councilman Spigener: Thank you, Mr. Antee. We sincerely appreciate those words and do want to support you in any way that we can and it took a lot of courage to do that and we really appreciate it. Thank you and I know the people of Shreveport do also. We do have a guest with us today, Mrs. Maxine Sarpy, is Executive Director of the Shreveport Multicultural Center and she would like to give us a report today of the organization's activities. And also, I believe I'm correct, I have some information, Ms. Sarpy, I believe you were the first woman to serve on the City Council in the City of Shreveport. Mrs. Sarpy: That is correct. Councilman Spigener: So we are very greatly honored to have you. Councilman Burrell: What does that got to do with it, Madame Chair? Councilman Spigener: What does that have to do with it? That has a lot to do with it, doesn't it Mrs. Sarpy-just depends on where you are coming from here. Councilman Burrell: We beat up on Pat sometimes. Councilman Spigener: They just think they do. Councilman Shyne: And tell Roy, you represented District G, where he is representing right now. Mrs. Sarpy: I certainly did. Good evening to all of you and thank you very much for this opportunity to briefly brief you this afternoon. I do feel at home as was just stated by Councilman Shyne, I did hold the seat for District G for a while and left two of my distinguished Councilmen in their seats when I departed and two of them are still there: Councilman Hilry Huckaby and Councilman Joe Shyne. Again, I am glad to briefly brief you this afternoon and give you a brief update on the Multicultural Center. It was incorporated as the Shreveport Multicultural Center and we are now doing business as the Multicultural Center of the South. We are very excited at the Center about the future of this project and what it will mean for our community. I have been on board since April of this year, at which time I found the organization under the able leadership of Dr. Artis Cash as Chairman of the Board and Mrs. Sharon Flournoy as Interim Director. Dr. Cash has recently returned home to Shreveport and has committed to working to make our community a better place for all its citizens. Sharon continues to serve the Center as Director of Programs and Deputy Director. She is the founder of the Center and is an extremely creative individual. She designed the layout for the reports that have just been presented to you today. We have recently added two additional persons since I came on board. They are Ray Tindel as Marketing Specialist and unfortunately Ray is out of town today. He was going to try to get back in prior to our meeting, but I don't think that he is in the hall at the present time. Ray is a native Shreveporter who has returned home to live and share his talents. We have also added Mercy Diaz de Paus as Administrative Assistant. Ray has an extensive background in Marketing and real estate and he has worked in New York City, Houston, and Denver and been involved in numerous start up endeavors, the most recent being that of Integer of a very successful promotional marketing and advertising group in Denver. Mercy Depais was hired as Administrative Assistant for the Center in May. She has 18 years experience at the United States Embassy and the Dominican Republic. She served as a Bilingual Secretary and Administrative Assistant to the Chief Military Assistant Advisory Group. Her organizational skills are excellent and she keeps us all together. I may sound prejudice and forgive me if I do, but I sincerely believe that God has put us together. We are what I like to call, the Dream Team. I feel extremely grateful and fortunate to have them on board and they are truly all great contributors and I would like for them to stand briefly so that you can see them today. Sharon Flournoy over here on the end, our Director of Programs, Mercy Diaz de Paus and Dr. Artis Cash, Chairman of the Board over on the other side. On a page in your report, there is also a picture of Ray Tindel who isn't with us today. We have prepared an annual report for your review. We hope that you will read it at you leisure. We have attempted to make it interesting and informative. I know that your schedule and your time is extremely valuable, so I won't attempt to talk about all that is in the report, but just briefly to scan and review it so that you will know what is included. We have a letter from the Chairman of the Board and I just wish to point out that in July, 2000, the name was changed to the Multicultural Center of the South. And this was done in an order to be more inclusive and to enable the Center to display the history and heritage of the entire South as well as the Shreveport Bossier communities and surrounding area. We have as a primary goals to provide a resource by which our area youth can become better and more successful citizens of the 21st Century. Additionally, we will promote to the education of the general public and visitors to the cultural diversity of the area. We anticipate that the Center will service to open the eyes and minds of our children as the Center will afford them access to knowledge and information on the world around them through the following: We plan a permanent exhibit gallery which will depict, highlight the histories of southern cultural. A rotating exhibit gallery which will present art, music, film and etcetera on loan from local, national and international collectors which presents the cultures of our area. Meeting and exhibit halls which will be used by the public or by the center in conducting educational events and research and library facilities. I wish to thank you. When I came on board in April, I tried to contact all of you and I spoke with most of you personally to solicit your support for this endeavor and I want to thank this time to thank each of you for that support and to also solicit your continued support. We have had many and varied programs that you will see outlined in your report. It will run from June of last year up until June of this year and then there is a section covering Today and Tomorrow. There are pictures involved that show you a whole lot about the various programs that have been taking place. In October and November we will be joining with, partnering with Louisiana State Fair along with the Louisiana State Exhibit Museum to bring to the area, Music Speaks The International Language. This will be a jazz and blues exhibit that we hope to have annual different music of the cultures of the south exhibited and we'll have local, middle andhigh school students performing. We will also have local professional talent as well as national and international performers. Ms. Margie Evans who is originally from Shreveport will be entertaining on one of the evenings as well as the international jazz artist, Tom Brown. Many of the local groups will also be involved. So, we hope we have a listing of the Board of Directors, the Staff, the history, not only the history of the organization of this group, but also the history of the legislation and the creation and funding, in those areas. And we hope that at your leisure that you will just have a chance to go through and enjoy some of the information that we have included for you. I think that you will find it most enlightening We worked very closely with many of the cultural groups already. Representatives of Lulax (the Latin American Group) serve on our Board and you will see pictures included of some of their activities as well as Twin Eagles. I had an opportunity on Saturday to visit the Pow-Wow out on Buncombe Road and it was truly exciting, but we are also one of the co-sponsors of that event. We are looking forward. We thank you for your vote on the budget including the million dollars for the renovation of the Shreveport Convention Center, which we hope to be our home. We know that it is presently on hold, but we look forward to hearing something about that in the very near future. We are also in the process of organizing an Advisory Committee that will assist us in the planning and development of the Multicultural Center of the South. These individuals have expertise in various areas related to the building of new community projects as they have been involved in many such endeavors. The assistance and support of members of this committee will be invaluable to us as we progress in the development of a worldclass multicultural center. Some of the members who have agreed to serve are: Mrs. Virginia Shehee, Dr. Donald Webb, Mr. Reggie Abrams, Mr. Fletcher Thorne-Thomsen, Mrs. Dorothy Johnson, Mr. Willie Burton, and Mr. Frank Williams. The first meeting of this group will be conducted in October and we have not completed adding members for that group. Again, I say to each of you that we thank you for your continued support from the bottom of my heart. I stand before you and endeavor to do all that I possible can and I know that the staff joins me in that to see that we do get to the point where we have a world class, first class state of the art, multicultural center for Shreveport. But we need all of the citizens help, not only the Council person here, not only the Mayor and the Administration, but to all of my fellow citizens that are joined here. We solicit your help as well. This will be a Center that will afford us to learn more about other cultures. It will afford us an expression where citizens can come together, we will have research and library facilities, where for example, if on person is traveling to a country somewhere and they want to find out more about it, they can come on our web site and say, I'm going to Timbuktu. Have you been there; come on and tell me about it. It will be an opportunity where we will be able to find out about the various cultures so that we can all be proud of our roots and our heritage. And this will be an opportunity for all of us to come together as citizens to work together. There won't be space for different factions. It won't be important whether you are democrat or republican, whether you are black or white, whether you are yellow or red. It is going to be important for us to come together, forget any differences that might be and join together to develop this world class multicultural center. It will be a tourist attraction and it will be a wonderful addition to our community. I thank you so much for your time and at any time, that you need me, please feel free to call me. If you have any questions, I will be happy to attempt to address them. Councilman Spigener: Mrs. Sarpy, we really appreciate your very well prepared report, this annual report. It looks like a very interesting piece that you've presented to us and weappreciate that and the good work that you and your group are doing. Councilman Burrell: I just wanted to commend our selection of Mrs. Sarpy to head up the Multicultural Center of the South. She has been working very hard since she has been there although Sharon, who was the Interim Director, should be commended because she maintained the focus of this facility and of this project to bring it to the point where she could hand it over to Mrs. Sarpy. And with the addition of the new staff that she has, she has lot of talented work there and we are looking forward to a great project and we can't say enough about Dr. Cash who has been in the Chairman seat help guiding this thing up until this point. Again, I think we have a lot to be proud of here in Shreveport and we are looking forward to greater things in the future. Councilman Spigener: Thank you Councilman Burrell. Thank you Mrs. Sarpy. We appreciate you coming and bringing your co-workers with you today. Mrs. Sarpy: Thank you. Councilman Shyne: I have two people I would like to recognize, I know that they didn't think I was going to do this: Mrs. Angenetta Lott who is a long time educator and Christian in this community. I am not going to say how long Angenetta has been working because we were classmates at Grambling and I would be telling my age if I would say that. But Angenetta, I just want to say that we have been watching what you have been doing and we really appreciate the contributions that you have made over the years to this community, and they have not gone unnoticed. You know, sometimes God will give us our just dues; so, I just want to let you know that we appreciate the many, many contributions that you've made. I also see another friend of mine, Roy Cary. I can tell him by that smile when he walked in, it just kind of brightened the room up. Roy is an ex-City Councilman who represented District G extremely well. Roy, I want to let you know that we appreciate the contributions that you made and the sacrifices that you made to this community and that you are still making. Sometimes, they are overlooked, but that's the way life is. A lot of time we don't get our rewards here, we get our rewards later, so Roy I do want to let you know that we appreciate you coming down and stay involved. Angenetta, again, I appreciate seeing you and both of us look extremely young, hear. Councilman Burrell: Since Councilman Shyne stole my thunder which is not unusual for Councilman Shyne, since our former Councilman Roy Cary is from the great District G in which I now represent, big shoes to fill Roy, but I'm trying my best and I also, Ms. Angenetta Lott who is also from District G had requested to come and address the Council on a matter which was normally put in Public Hearings but I asked her to come at 3:00 and I wanted to try to make a special exception at this point to bring her forth to recognize her under Recognition of Distinguished Guests. Councilman Shyne: I'll second it if you want to suspend the Rules, Councilman, I'll second it. Councilman Burrell: After I make the motion. I move to bring her forth early on. Councilman Shyne: Have you made the motion? Councilman Spigener: Councilman Burrell, are you making a motion that we suspend the rules? Councilman Burrell: Yes ma'am. Ms. Angenetta Lott: Thank you very much to the Council and the Mayor in his absence, I'm a little reluctant after Mr. Shyne gave me such glowing comments to talk about the subject that I've come here to discuss with you this afternoon. I do want to say that I do appreciate Mr. Burrell and the Chief of Police and some of the other citizens who have voiced some concern and supported me and shared in my encounter with one of the Shreveport policeofficers. About four Sunday nights ago as I left the worship from Mt. Canaan Baptist Church and turned to my right off of Ford Street onto Allen Avenue, I saw the blinking light of a policeman and my impression, since it was parked to the right side of the street was that he had stopped a motorists and I should proceed with caution. However, as I moved along down the street I saw a fire truck to my left on Anna and at that moment, I ran over a fire hose where the firemen were obviously, connected the fire hose in the street and was putting out of a fire on another street. I had no choice but to pull over because it had damaged my van and I could hear the clattering and so I started to pull over but as I did, the policeman put his light on me and I pulled over and he got out of the car. And he said to me, lady did you not see that fire hose. And I said, no, sir I sure did not. Had I seen it, I would not have run over it. He said, well that's going to cost you a lot of money. He said, that an expensive hose. And I said, I understand that. My van is also expensive and I would not have run over it, had I seen it. And he went on to chide me about the running over the hose. And I said, Sir, I said, I'm a law abiding citizen. I don't go around running over water hoses just to run over them. I did not see it and I'm very sorry. To me, that should have been an indication that I was not a citizen who was there to cause problems. But he continued to pursue it and then he went on to alert the fireman that the water hose had been run over and they needed to come and check to see if it had been damaged, and they did. The fireman came and he said, did you not see the water hose. And I said, no sir, I did not. I was looking at the police car and I was looking at the fire truck and I did not see it. And he said, well you're going to have to remain in this area for a while until we move it. I said, okay and I turned my motor off and got a Sunday paper and started to read. The policeman came back to the car and he said, let me see your driver's license and your registration. And I gave him the driver's license and the registration and he went back to his car and obviously check it out and then he came back. And he said, I don't see how come you didn't see that water hose. I said, well I didn't see it, sir. Had I seen it, I would have not run over it. He told me to, sign the ticket and that my court date would be November 4th. And I said, well, sir I really don't think it is my fault because had you been where the policeman is, and I was referring to the policeman who was blocking Milam Street and Allen, he had placed his car across the street, was outside of the car so that the traffic could not enter into that area. The policeman who stopped me was parked over to the side and it was easy for the traffic to come into that area and I said to him, had you been where that policeman is, then I would not have been able to come in this area. So, he said, well I was where they told me to be. I said well sir, I find that conflicting because they told one policeman to block the traffic, get out of his car and they told you to get in your car, and sit to the side. So, he left the car and he came back and he said, have you learned your lesson. That of course, I wondered what was the lesson I was to learn. So, I said, what lesson? He said, have you learned your lesson? I said, no I have not learned a lesson. Then the fireman were coming back in that direction to check the hose, so he kind of toned it down. And he went back to his car and then a little later he came back and he was telling me that, pretty soon they were going to disconnect the water hose and let me out. And he asked me again, have you learned your lesson? And I said, no I have not learned my lesson. And he stood there a few minutes ago and he said, I want to know have you learned your lesson. By then he became a little disgruntle because I felt he was harassing me. And I said, I am not a slow learner, so if there is a lessonfor me to learn, please start teaching it because I have not learned a lesson. At this time he saw the fireman coming back in that area and he toned it down. He said to me: Ms. Lott, I'm just trying to help; calm down now, Ms. Lott. I'm trying to help you which was a whole different tone from what he had with me prior to that time when he was attempting to teach me the lesson. I was incised because had I been a citizen who did not exercise discipline, my handicapped daughter was in the car with me. She caught me by the hand so that she in essence saying, momma don't get upset. I think he is trying to rawl you up and she held my hand. Had I been a citizen who was easily excitable and I was really angry that, that could have been one of those cases that you read in the paper where either the citizen was locked up in jail or beaten by the police or even shot. I felt intimidated. I felt frightened because here was a policeman saying to me, have you learned your lesson and never explaining to me, what the lesson was to be learned. Now, I'm sensitive to policemen because I lived with a policeman who was a Shreveport policeman in this city for 7 years. I taught Civics to children to obey the law. I don't go around disobeying the law, but I resent having a policeman say to me, seven times he said, have you learned your lesson. If the policeman are out there to teach us lesson, then the citizens need to be alerted as to what those lessons are so that we can learn them before we encounter them, then we know how to act otherwise, I feel that Officer Drimmer should be reprimanded. I feel that it should be written in his folder that he intimated a citizen and a citizen voiced a complaint against him, and that he should be given some kind of diversity training so that he knows how to treat the citizens in that area. That's how we have the kind of incidents that happened in the area. If I were a citizen that went home and said nothing about it because I felt afraid, then you would not know that or this community would not know it. Now, I do have to commend the Police Chief. He called me immediately and I appreciate that. I do have to commend my Councilman, he also called me. But I do want us to be mindful in this community that the policemen are out there to protect the citizens. All of the citizens are not carrying guns and we all are not out there to shot up the policemen and do things that we shouldn't do. Some of us are law abiding and we don't have to be treated as though we are common criminals. I appreciate the time that you have given me to listen to my concern about the policeman. I hope that the Police Chief has worked with Officer Drimmer so that if he is going to continue to work in diverse community and the entire community is, then he will respect the citizens and treat them as they should be treated, as citizens of this community and not all as criminals; thank you so much and I do appreciate. Councilman Spigener: Thank you Ms. Lott and if you have been in touch with the Police Chief, I think I saw him here a few minutes ago, maybe he isn't, but if he has been in touch with you then perhaps the issue has been dealt with. Councilman Burrell: I appreciate Ms. Lott coming up to talk about the issue. Normally we hold this until later on, but many times we think that many of our citizens are out there doing things wrong, some times they are not. And, given the fact that we have situations where-that are very questionable, we always have these type situations that come before the Council. And many times, we think that people do create an aggravating situation. I think that it was important that Ms. Lott bring her story because she is a law abiding citizens, a very calm lady, I must add under the circumstances and I'm glad that she was. Hopefully. it will give us some indications too that we do need additional training in certain of our departments. Andnot to criticize our Police Department because we have a wonderful Police Department, but we do have those that some times need additional training that needs to be looked at and to be worked with because many times those officers are good officers too. You may need additional training and human relations, but this is just one clear indication that we may still have some problems and hopefully the Chief woke up to it once Ms. Lott explained her situation that something will be done along that line because as she said, it could have been a worse situation and it could have been either one of us. Resolution No. 184 of 2000: A resolution authorizing the Mayor to donate Shreveport Police Department K-9 (Boris) to Sergeant Leroy Azlin, and to otherwise provide with respect thereto. RESOLUTION NO. 164 OF 2000 A RESOLUTION RATIFYING THE SIGNATURE OF THE MAYOR ON A GRANT APPLICATION TO THE LA. COMMISSION ON LAW ENFORCEMENT AUTHORIZING HIM TO EXECUTE ANY AND ALL DOCUMENTS IN CONNECTION THEREWITH, AND OTHERWISE WITH RESPECT THERETO WHEREAS, the Shreveport Police Department has been advised that grant funding is available from the La. Commission on Law Enforcement for a Drug Knock & Talk award. WHEREAS, the application deadlines for this funding were such that it was not possible to obtain City Council approval prior to the signature of the Mayor on the grant application. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Shreveport, in due, legal and regular session convened, that it hereby ratifies and authorizes the Mayor's signature on an application to the La. Commission on Law Enforcement for $42,000 in funding for a Drug Knock & Talk grant. BE IT FURTHER RESOLVED that the Mayor is authorized to execute any and all documents necessary to receive said grant funding. RESOLUTION NO. 173 OF 2000 A RESOLUTION AUTHORIZING THE PURCHASING AGENT TO DISPOSE BY PUBLIC SEAL BID CERTAIN SUPPLIES, MATERIALS, AND EQUIPMENT AND TO OTHERWISE PROVIDE WITH RESPECT THERETO. WHEREAS, Ordinance No. 107 of 1980 authorizes the Purchasing Agent to dispose of certain supplies, materials, and equipment determined to be surplus, after consultation with the head of the department concerned; and WHEREAS, the City Council desires to retain responsibility for the disposition of all surplus supplies, materials, and equipment having an acquisition value of $10,000 or more; and WHEREAS, the City desires to dispose of, by public seal bid a mail machine described in Exhibits A, as attached hereto and made a part hereof, which have been determined to be surplus, obsolete or unusable for present and future City needs; and WHEREAS, the City Council concurs in the finding that the mail machine described in Exhibit A is surplus and no longer needed for public purposes and that the acquisition value of said property is greater than $10,000. WHEREAS, the City is required by City Charter Section 4.28 to cause to have accomplished an annual financial audit of the City; and WHEREAS, KPMG agrees to conduct an audit of the City in accordance with the requirements of the City Charter and applicable law; and WHEREAS, external audit firms are normally selected by the City for four years with one year contracts executed for each of those four years; and WHEREAS, the engagement of KPMG best meets the needs of the City. WHEREAS, the City Council by Resolution No. 9 of 2000 declared a certain sculpture which had been a part of the Martin Luther King, Jr. Drive Streetscape Enhancement Project to be surplus for reasons stated therein, and declared that it should be removed; and WHEREAS, the Purchasing Agent advertised for bids for the sale of the sculpture and no bids were received; and he further placed the sculpture for auction on the Internet and the minimum reserve bid was not reached; and WHEREAS, the City of Shreveport has now received an offer of $15,000 from a private party to purchase the sculpture and place it in a setting on private property. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Shreveport in due, legal and regular session convened that Keith P. Hightower, Mayor, be and is hereby authorized to execute an agreement between the City of Shreveport and a private group, represented by Mr. Fred Caldwell, for the sale of said sculpture for the sum of $15,000, in a form approved by the City Attorney. BE IT ORDAINED, by the City Council of the City of Shreveport, in due, legal and regular session convened, that Section 105.6 of the City of Shreveport Building Code is hereby amended to add thereto Section 105.6 (f) to now read as follows:
SECTION 105 - BUILDING PERMIT *** 105.6 SCHEDULE OF PERMIT FEES *** (f) All inspections required by this Code shall be performed by the Building Inspector or a duly appointed assistant during normal business hours, except as otherwise directed by the Director of the Department of Operational Services or his authorized representative. The City shall be entitled to assess and collect an inspection fee of $30.00 per hour/per employee, with a two (2) hour minimum fee, for each inspection performed at times other than its normal business hours. The inspection fee shall be in addition to other permit fees or charges required by this code or other City ordinances. ORDINANCE NO. 133 OF 2000 AN ORDINANCE AMENDING THE 2000 BUDGET FOR THE POLICE GRANTS SPECIAL REVENUE FUND AND OTHERWISE PROVIDING WITH RESPECT THERETO WHEREAS, the City Charter provides for the amendment of a previously adopted budget; and WHEREAS, the City Council finds it necessary to amend the 2000 budget for the Police Grants Special Revenue Fund, in order to appropriate funds to be awarded by another granting agency. NOW, THEREFORE, BE IT ORDERED by the City Council of the City of Shreveport, in legal session convened, that Ordinance No. 163 for 1999, the 2000 Budget for the Police Grants Special Revenue Fund Budget, be amended and reenacted as follows:
In Section 1, Estimated Receipts (Fiscal Year 2000 Revenues) , amend the ordinance as follows: Appropriate funds for Drug Knock and Talk Grant at $42,000. Appropriate Transfer from General Fund at $14,000.
In Section 2 Appropriations (From FY 2000 Revenues), amend the ordinance as follows: Appropriate Drug Knock and Talk-Personal Services at $49,900 and Improvements and Equipment at $6,100. ORDINANCE NO. 134 OF 2000 AN ORDINANCE AMENDING THE 2000 BUDGET FOR THE AIRPORTS ENTERPRISE FUND AND OTHERWISE PROVIDING WITH RESPECT THERETO. WHEREAS, the City Charter provides for the amendment of any previously adopted budget; and WHEREAS, the City Council finds it necessary to amend the 2000 budget for the Airports Enterprise Fund, to adjust appropriations, provide funds for capital projects and forother purposes. NOW, THEREFORE, BE IT ORDAINED, by the City Council of the City of Shreveport, in legal session convened, that Ordinance No. 155 of 1999, the 2000 budget for the Airports Enterprise Fund, is hereby amended and re-enacted, as follows: In Section 1 (Estimated Receipts): Increase Other Income by $60,000. (A/Huckaby) (Tabled on August 10, 1999) Ordinance No. 82 of 2000 by Councilman Serio: An ordinance amending the Code of Ordinances of the City of Shreveport relative to subdivision streets, and otherwise providing with respect thereto. (Introduced and Tabled on May 23, 2000) Councilman Serio: Mr. Kirkland, can you give us an update on that. Mr. Kirkland: We have got a set of ordinances on the way to you that have been approved by the Metropolitan Planning Commission. In fact, there are 3 that are, actually it was your original idea that we should have ordinances to speak to a better way to design subdivisions, particularly those that are in older areas as they are developed and come on line with existing street patterns. This sets up a review design standards committee which we've had a since of that before but essentially, Mr. Mike Strong head of Department of Operational Services, myself, the Chairman of the Metropolitan Planning Commission and the city engineer, there are a number of specific responsibilities, streetdesign, patterns, circulation, traffic engineering, curb cuts, traffic calming devices, a number of ways to look at mitigating negative impact. And that, we think will be a good process once those ordinances are in front of you and are approved. It was a good idea and certainly will help us to, prior to MPC hearings, and by Council action all of the affected department heads would have been involved in a review process with the developers and if necessary the neighborhood. It might have helped offset some of the problems that you had to deal with on a new development being proposed in your neighborhood; so that is where we are.
