SUMMARY MINUTES OF THE

ADMINISTRATIVE CONFERENCE

OF

AUGUST 7, 2000

      The Administrative Conference of the City Council of the City of Shreveport, State of Louisiana, was called to order by Chairman Pat Spigener, at 3:15p.m., Monday, August 7, 2000, in the Council Chambers of City Hall.

      Invocation was given by Councilman Carmody.

      On roll call, the following members were Present: Councilmen Huckaby, Stewart, Carmody, Spigener, Serio, Shyne and Burrell. 7. Absent: None.

    144 Authorizing acceptance of a donation of $12,000 for the purchase of a truck to be used to pull the fire safety house.

* 145 Authorizing Carolyn B. Cotton and Wayne B. Mauldin, located at 5521 Jefferson Paige Road, to connect to the water and sewer system of the City. (G/Burrell)

      ORDINANCES ON SECOND READING AND FINAL PASSAGE (numbers are assigned ordinances numbers):

      116 To amend and reenact Chapter 46-32 of the Code relative to fees of EMS membership.

      117 Amending Section 102-159 of the Code relative to allowable fees for permitted towing companies.

      118 To amend and reenact Chapter 10 of the Code relative to alcohol beverages.

      119 To amend and reenact Chapter 66 of the Code relative to Benefits and Retirement.

120 Levying tax 7.99 mills on all property subject to taxation w/i the bounds of the Downtown Development District of the City.

121 Levying tax of 20.78 mills for the Year 2000 in the amounts and for the purposes described herein.

      122 Levying tax of 30.54 mills for the Year 2000 for the purpose of paying principal and interest on the outstanding General Obligation Bonds of the City.

123 ZONING: C-53-00, JAMES A & RHONDA M. MARTIN, 3795 Youree Drive from SPI-3 (B-1) to SPI-3-E, limited to a hair salon, only. (C/Carmody)

      124 Authorizing the lease of city-owned property at Querbes Park to LA Unwired, LLC; granting of a servitude to same. (not to be adopted prior to August 22)

UNFINISHED BUSINESS:

    Ordinance No. 211 of 1998: ZONING: C-64-98, QUERBES LAND CO; N side of E 70th St. between Sand Beach Bayou and Bayou Pierre from R-A to B-2 and B-3, shopping center. (C/Carmody) (Tabled on Nov. 10, 1998 and Postponed on Nov. 24, 1998)

    Ordinance No. 54 of 1999 by Councilman Huckaby: Creating a Police Department Citizens' Review Board. (Tabled on August 10, 1999)

    Ordinance No. 82 of 2000 by Councilman Serio: An ordinance amending the Code of Ordinances of the City of Shreveport relative to subdivision streets, and otherwise providing with respect thereto. (Introduced and Tabled on May 23, 2000)

    NEW BUSINESS:

    1. BAC-56-00, MARVIN O'NEAL BAXTER, 1755 Russell Road; Special Exception Use in a B-2 District, grocery store with the packaged sale of beer. (A/Huckaby)
