Purpose

To appropriate $200,000 in insurance proceeds within the 2009 General Fund Budget for SPAR. This is an advance payment from the City’s property insurance carrier for demolition, site clean up, and payment for police services in connection with the fire that destroyed the facility located at 800 Snow Street known as Princess Park the home of Shreveport Regional Arts Council.

Background Information

The City’s property insurance carrier (Traveler’s) provided an advance payment of $200,000 to SPAR on September 3, 2009 to pay for demolition, site clean up, and costs for police services for the building at 800 Snow Street that was completely gutted by an arson fire on August 25, 2009. The insurance proceeds will be used by SPAR for demolition contractual services and to pay for police services.

ORDINANCE NO. OF 2009

AN ORDINANCE AMENDING THE 2009 GENERAL FUND BUDGET AND TO OTHERWISE PROVIDE WITH RESPECT THERETO.

By:

WHEREAS, the City Council finds it necessary to amend the 2009 Budget for the General Fund to appropriate insurance proceeds and for other purposes.

NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Shreveport, in legal session convened, that Ordinance No. 131 of 2008, the General Fund Budget, is hereby amended as follows:

In Section 1 (Revenues):

In SPAR, increase Internal Service Charges by $200,000.

In Section 2 (Appropriations):

In SPAR, increase Contractual Services by $200,000.

Adjust totals and subtotals accordingly.

BE IT FURTHER ORDAINED that the remainder of Ordinance 131 of 2008 shall remain unchanged and in full force and effect.

BE IT FURTHER ORDAINED that if any provision or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of this ordinance which can be given effect without the invalid provisions, items or applications; and, to this end, the provisions of this ordinance are hereby declared severable.

BE IT FURTHER ORDAINED that all ordinances or parts thereof in conflict herewith are hereby repealed.
