AN ORDINANCE AMENDING CHAPTER 106 OF THE CODE OF ORDINANCES, THE CITY OF SHREVEPORT ZONING ORDINANCE, BY REZONING A TRACT OF LAND LOCATED 300 FEET WEST OF CLYDE FANT PARKWAY AND 750 FEET SOUTH OF STONER AVENUE, SHREVEPORT, CADDO PARISH, LOUISIANA, FROM B-3, COMMUNITY BUSINESS DISTRICT TO R-3, URBAN, MULTIPLE-FAMILY RESIDENCE DISTRICT AND TO OTHERWISE PROVIDE WITH RESPECT THERETO

SECTION I: BE IT ORDAINED by the City Council of the City of Shreveport, Caddo Parish, Louisiana, in due, legal and regular session convened, that the zoning classification of a tract of land located 300 feet west of Clyde Fant Parkway and 750 feet south of Stoner Avenue, Shreveport, Caddo Parish, Louisiana, legally described below, be and the same is hereby changed from B-3, Community Business District to R-3, Urban, Multiple-Family Residence District:

A tract of land in the NE/4 of Sect. 5, T17N, R13W, Shreveport, Caddo Parish, LA, described as a portion of Lot 7 of River Parkway; said portion of Lot 7 more fully described as: From the NE corner of said Sect. 5 run N89˚22’36”W along the center line of Stoner Avenue 879.10 feet. Thence run south 649.49 feet to a point on the south R/W line of Larkin Edwards Drive per plat of River Parkway Subdivision, said point being the POB of description of subject tract; thence from POB on the said south R/W line run S34˚19’27”E 473.59 feet; thence run S57˚17’53”W 835.49 feet to the east R/W line of said River Parkway Blvd, said point on R/W being on a curve; thence run NW along sais east R/W line on a curve to the right 842.81 feet to the start of a curve to the right, said curve having a radius of 1554.54 feet, the arc having a central angle of 31˚3’15”, a chord bearing of N19˚10’24”W and a length of 832.54 feet; thence run along a curve to the right having a length of 31.68 feet, a radius of 20 feet and a central angle of 89˚15’11” to the south R/W line of Larkin Edwards Drive; thence run N87˚6’19”E along the south R/W line of said drive 691.37 feet to the POB. Said parcel containing 12.01 acres, M/L (523,155 sq. ft. +/-).

SECTION II: THAT the rezoning of the property described herein is subject to compliance with the following stipulation:

1. Development of the property shall be in substantial accord with the site plan submitted with any significant changes or additions requiring further review and approval by the Planning Commission.

BE IT FURTHER ORDAINED that if any provision or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items, or applications of this ordinance which can be given effect without the invalid provisions, items, or applications and to this end the provisions of this ordinance are hereby declared severable.

BE IT FURTHER ORDAINED that all ordinances or parts thereof in conflict herewith are hereby repealed.

ZONING: B-3 to R-3

PROPOSED: Apartments or other uses within this zoning classification at this location

GENERAL INFORMATION:

    • The applicant is requesting to rezone this site from B-3, Community Business District to R-3, Multi-Family Residence District to permit apartments

    • Property to the north is zoned B-3

    • West of the site is B-2 and R-3

    • To the east is B-1-E

    • To the south is R-3

SITE PLAN CONSIDERATIONS:

    • The site consist of 523,155 sq. ft. or 12.01 acres with frontage on River Parkway Boulevard and Larkin Edwards Drive

    • Total proposed structures is 190,000 sq. ft. 208 units 2 and 3 story in height

    • Parking appears to be adequate (406spaces), for the amount of units proposed

PUBLIC’S ASSESSMENT

There was no opposition present.

BOARD’S DECISION

The Board voted 7-0 to recommend approval of the application, subject to compliance with the following stipulation:

1. Development of the property shall be in substantial accord with the site plan submitted with any significant changes or additions requiring further review and approval by the Planning Commission.

The information stated herein is the result of discussion by a staff review team. The Board members will use all information made available to them in making their decision.

A Planning Commission approval is a use approval only. The applicant is still responsible for complying with all other applicable Zoning Ordinance requirements and obtaining all necessary permits and approvals from other departments or agencies. This shall include, but not be limited to the requirements of the Zoning Administrator, building permits, liquor licenses, the parish health unit, and Certificates of Occupancy.
