    PURPOSE

To authorize one-time lump sum pay awards of $1000 to qualified classified employees.

    BACKGROUND INFORMATION

This resolution will authorize one-time lump sum pay awards of $1000 to classified employees who:

    • are full-time, classified, non-civil service employees

    • are actively employed as of November 30, 2009

    • have completed the six-month probationary period with the City as of November 30, 2009

    • have fully met all conduct standards

    • have been evaluated at an overall “meets” or “exceeds” requirements level as of most recent anniversary date of employment.

This one-time payment shall be due and payable on the first paycheck to be issued on or after December 15, 2009. This will be added to regular salary and wages and subject to usual and customary deductions. Federal payroll taxes are calculated as a percentage of salary and must be paid.

The provisions of this resolution shall not apply to:

    • elected officials

    • appointed officials

    • unclassified employees

    • employees of City Courts

    • employees of City Marshal

    • employees of Metropolitan Planning Commission

    • employees of any other agency using the City payroll system

Except for this one-time lump sum payment, the previous pay plan shall remain in effect.

RESOLUTION NO. ___ OF 2009

A RESOLUTION AMENDING THE PAY PLAN FOR GENERAL CLASSIFIED EMPLOYEES TO PROVIDE A ONE TIME LUMP SUM PAY INCREASE AND TO OTHERWISE PROVIDE WITH RESPECT THERETO.

WHEREAS, the general classified employees of the City did not receive a pay increase for the year 2009, even though most employees earned a pay raise under the pay plan, because the city did not have sufficient funds for pay increases; and

WHEREAS, the City does not have sufficient funds to authorize a permanent pay increase for said employees for the year 2010, but funding is available for a one time pay increase in lieu of the regular raise because of the one time payment the City received from leasing its mineral rights; and

WHEREAS, the City Council, upon the recommendation of the Mayor, has amended the City’s 2009 budgets to include funding for a $1,000 one time pay increase, effective on December 15, 2009, for general classified employees of the City; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Shreveport, in legal session convened, that the pay plan for general classified employees is hereby amended as follows:

1. A one time salary increase of $1000 shall be paid to all full-time classified, non-civil service employees who are actively employed as of November 30, 2009, who have completed the six-month probationary period as of November 30, 2009 and who have fully met all conduct standards and have been evaluated at an overall "meets requirements" or "exceeds requirements" level as of their most recent anniversary date of employment.

2. This one-time payment shall be due and payable on the first paycheck to be issued on or after December 15, 2009. It will be added to regular salary or wages, and therefore subject to all usual and customary deductions.

3. The provisions of this resolution shall not apply to any elected or appointed officials, any unclassified employees, nor any employees of the City Court, City Marshal, Metropolitan Planning Commission or other agencies using the city payroll system.

4. Except for this one time payment, the pay plan for general classified employees adopted by the City Council on June 13, 2006 shall remain in effect.

BE IT FURTHER RESOLVED that if any provision or item of this resolution or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of this resolution which can be given effect without the invalid provisions, items or applications; and, to this end the provisions of this resolution are hereby declared severable.

BE IT FURTHER RESOLVED that all resolutions or parts thereof in conflict herewith are hereby repealed.
