    PURPOSE

To adjust funds within the 2009 General Fund Budget by increasing Miscellaneous Revenues by $6,374,100, by decreasing Taxes and Special Assessments by $1,900,000, by increasing Personal Services in Personnel by $41,000, by increasing Personal Services in SPAR by $162,000, by increasing Transfer to Information Technology Fund by $32,000, by increasing Transfer to Airports Fund by $64,000, by increasing Transfer to Water and Sewerage Fund by $277,000, by increasing Contractual Services in General Government by $30,000 and by increasing Operating Reserves by $3,868,100.

    BACKGROUND INFORMATION

This ordinance will allow for a one-time pay award of $1000 for employees designated by Resolution 217 of 2009. The total cost of these one-time pay awards is approximately $1.3 million and this money was not included in anticipated expenditures when calculating estimated fund balance for end of 2009. This money comes from a combination of new appropriations ($606,000 listed in this ordinance) and current appropriations. Through conservative fiscal management, most departments have sufficient funds available in Personal Services for these awards.

This ordinance also increases Contractual Services in General Government to pay for increased cost of security at Government Plaza as required by Resolution 182 of 2008.

This ordinance recognizes the receipt of $6,374,089.80 in lease bonus from natural gas leasing.

This ordinance recognizes $1,900,000 decrease in Sales Tax revenues in 2009. As reported many times earlier, the City of Shreveport anticipates receiving less in Sales Tax revenue than budgeted. The 2010 budget already estimated that actual Sales Tax would be $1.48 million less than budgeted. In the months since those revenue projections were made, sales tax revenues have continued to be less than those of last year.

This ordinance increases Operating Reserves by $3,868,100 which will boost Operating Reserves to 5.3% of recurring General Fund expenses. In 1998, the City Council made the policy decision that Operating Reserves should be 7%.

AN ORDINANCE AMENDING THE 2009 GENERAL FUND BUDGET, AND TO OTHERWISE PROVIDE WITH RESPECT THERETO.

By:

WHEREAS, the City Council finds it necessary to amend the 2009 budget for the General Fund.

NOW, THEREFORE, BE IT ORDAINED, by the City Council of the City of Shreveport, in legal session convened, that Ordinance No. 131 of 2008, the General Fund Budget, is hereby amended as follows:

In Section 1 (Estimated Receipts):

Decrease Taxes and Special Assessments by $1,900,000.

Increase Miscellaneous Revenues by $6,374,100.

In Section 2 (Appropriations):

In Personnel, increase Personal Services by $41,000.

In Public Assembly and Recreation, increase Personal Services by $130,000.

In General Government,

increase Transfer to Information Technology Fund by $32,000,

increase Transfer to Airports Fund by $64,000,

increase Transfer to Water and Sewer Fund by $277,000.

increase Contractual Services by $30,000, and

increase Operating Reserves by $4,241,100.

Adjust totals and subtotals accordingly.

BE IT FURTHER ORDAINED that the remainder of Ordinance 131 of 2008 shall remain unchanged and in full force and effect.

BE IT FURTHER ORDAINED that if any provision or item of this ordinance or the application thereof shall be held invalid, such invalidity shall not affect other provisions, items or applications of this ordinance which can be given effect with out the invalid provisions, items or applications; and to this end, the provisions of this ordinance are hereby declared to be severable.

BE IT FURTHER ORDAINED that all ordinances or portions thereof in conflict herewith are hereby repealed.
